Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />For the past 26 years, the City has operated After School Programs in partnership with the District. The <br />City contributes staffing and operational resources annually via the PRCS operating budget to meet the <br />grant matching requirements while also supporting Council’s Strategic Initiative of Children and Youth. <br />PRCS is able provide financial assistance to approximately 75% of families who participate in the after- <br />school program. In past years, the After School Programs were subsidized by the General Fund. However, <br />with increases to grant funding and revenue from participant fees, the program is now fully funded, with <br />no General Fund subsidy is required. <br />As shown in program surveys and District feedback, PRCS continues to make a positive impact on the lives <br />of children who need homework support, academic enrichment, social and emotional support and health <br />and recreation opportunities, ensuring that all families have equitable access to after school programs. <br />According to survey responses over the past school year: <br />85% of teachers believe the partnership with PRCS on the REACH Extended Learning Program has had <br />a positive impact on students’ success in school <br />90% of teachers reported the REACH Extended Learning Program helps support students’ social and <br />emotional needs. <br />92% of parents reported they felt their child was physically and emotionally safe in REACH Extended <br />Learning Program. <br />87% of parents report that the REACH Extended Learning program has a positive impact on their child. <br />65% of students reported they learned something new while attending REACH Extended Learning <br />Program. <br />80% of students reported they felt safe attending the REACH Extended Learning Program. <br />EQUITY IMPACT STATEMENT <br />Equity and/or inclusion was considered by assessing program benefits and burdens by race, income, age, <br />gender, citizenship status, or other identity. <br />FISCAL IMPACT <br />The Agreement with the School District requires matching funds from the City, as has been the case since <br />the partnership began in 1998. The anticipated grant revenue of $1,184,298 plus the estimated $700,000 <br />in participant fees equals $1,894,298 to offset the associated expenses of $1,878,802. No General Fund <br />subsidy is required to operate this program. <br />6.I. - Page 2 of 21 <br />162
