Page 1 of 4 <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 23, 2024 <br />SUBJECT <br />Agreement for Services with Lockworks Unlimited, Inc. for annual access control system management and <br />on-call locksmith services to maintain operability of access software and hardware for City facilities <br />through December 31, 2029 <br />RECOMMENDATION <br />By motion, determine that due to nature of the products and support services, competitive bidding is not <br />likely to serve the best interests of the City or result in the lowest price, and approve and authorize the <br />City Manager to execute an agreement for services through December 31, 2029 with Lockworks <br />Unlimited, Inc. in an amount not to exceed $711,592 (requires 5/7 vote). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The Public Works Services Department (PWS) is responsible for maintaining and managing access control <br />to City buildings and sites through the: <br />Use of a computerized access system, physical keys, and locks; <br />Repair of locks and door hardware; and <br />Use of locksmith services on an as-needed basis. <br />The City of Redwood City currently has a computerized Galaxy Access Control System (Galaxy System) <br />installed in seventeen City-owned buildings and sites. The Galaxy System controls individual authorized <br />access through programmed identification badges, key fobs, and vehicle transponders. The Galaxy System <br />also enables the City to program building, individual room, and automatic gate opening and closing times <br />6.K. - Page 1 of 18 <br />198
