(Policy clarification)
Elimination of the Subdivision Committee is also intended to remove a meeting requirement for
projects with maps since the Housing Crisis Act of 2019 limits the number of meetings for certain
housing projects to no more than five. (Consistency with state law)
Detailed overview of Chapter 30 amendments
Article I – General
Sec. 30.1. - PURPOSE OF PROCEDURES; POLICY
Restating purpose of the Chapter to ensure compliance with the Subdivision Map Act (SMA) and other
applicable law. Formerly 30.1. (Consistency with state law)

Sec. 30.2. - CITATION AND AUTHORITY
Restating that the authority of this Chapter is pursuant to the SMA. Formerly 30.2. (No changes)

Sec. 30.3. – COMPLIANCE REQUIRED
Restating that all land actions (subdivision, lot line adjustment, parcel merger, reversion of acreage,
certificate of compliance) would need to comply with this Chapter. All land actions would also need to
comply with the general plan. Formerly 30.7. (Policy clarification)

Sec. 30.4. – CONFLICTS WITH MAP ACT
Explicitly stating that the SMA governs unless local divergence is permitted by law. New addition to
Municipal Code. (Consistency with state law)

Sec. 30.5. – DEFINITIONS
List of definitions relevant to the Chapter. Most terms are adopted from the prior version. Formerly 30.3
and 30.4. (Updating definitions)

Sec. 30.6. – INTERPRETATION
Restating of former 30.8. (No changes)

Sec. 30.7. – SEVERABILITY
Legal statement. Restating of former 30.9. (No changes)

Article II – Administration
Sec. 30.8. – REVIEW AUTHORITY
Clarification of review authority for different application types. The review authority is proposed to change
from the Zoning Administrator to the City Engineer for many subdivision application types (see table
below). This information used to be contained in different sections of Chapter 30. The table summarizes
the review authority in one place to make it easier for applicants to follow. Staff proposed the following
changes because the review of maps, lot line adjustments, and certificate of compliances are technical
reviews that are performed by the City Engineer.
