According to the U.S. Food and Drug Administration, all nicotine products are addictive and <br />increase the risk of developing serious health problems such as cancer, heart disease, and emphysema. <br />Research consistently illustrates the inequitable marketing strategies employed by tobacco companies <br />and the negative health outcomes related to tobacco use for low-income communities, communities of <br />color, and youth. In the past, the State of California’s Stop Tobacco Access to Kids Enforcement Act (STAKE <br />Act) was the primary tool used to address underage tobacco use. It did not, however, address flavored <br />tobacco or electronic cigarettes, which the CDC has found promote youth initiation to tobacco use. <br />City’s Past Actions on Regulating Flavored Tobacco <br />9.A. - Page 1 of 7 <br />333
