He explained that what is being <br /> suggested is the reduction of one Community Services Officer that is under the Police <br /> Department and he added the implications. He also explained the volunteer pilot program <br /> which will end in November and how helpful they have been with myriad tasks. The GIS <br /> (Geographical Information System) fee was also discussed and Mr. Chang provided <br /> details. <br /> Director Centeno of Parks, Recreation and Community Services answered questions <br /> regarding pulling staff from supporting Capital Improvement Projects. One Council <br /> Member wanted Parks, Recreation and Community Services Director to track the changes <br /> and the consequences of such reductions. City Manager Ingram explained that as certain <br /> cuts get implemented new systems will need to come into play to track and explain <br /> performance relating to certain projects and funds. Ms. Centeno explained that they are <br /> reorganizing and staff will be thoughtful and mindful of these items. She also mentioned <br /> that they are restructuring in a way to possibly create a single Customer Service Center. <br /> Council asked about youth leagues and if they might be available to do field preparation. It <br /> was suggested that staff sit down with the leaders of such groups and ask for assistance. <br /> Ms. Centeno said that all the youth leagues currently already do field preparation. The <br /> Park Development Impact fee was discussed and Ms. Centeno recalled this became <br /> effective December 2007. One Council Member volunteered that she can only go to <br /> "Package 1" and nothing else because of the community impacts. <br /> Mr. Chang answered questions about volunteers and how much value they have added to <br /> the department. Council asked specific questions regarding the use of volunteers and the <br /> tasks they perForm. Vice Mayor Howard commented that she had access to a group of <br /> people who would like to adopt certain city areas and feel like they are contributing. She <br /> has heard time and again that people in the community want to be part of the solution. � <br /> Mayor Foust said that there are community members who have also met with her and want <br /> to get involved and participate. Mayor Foust mentioned the Shinnyo-en Foundation as a <br /> group that wants to get involved and is already doing clean up around Red Morton Park. <br /> She is seeking ideas from staff about basic items that can be handled by volunteers. She <br /> opined that this is something the Department Heads could discuss. Mr. Ingram concurred <br /> that volunteers can be utilized and the City is exploring how to develop such a program. <br /> He added that the labor groups also need to be included in this conversation. One Council <br /> Member explained that there might be a need to increase the budget to implement such a <br /> volunteer program. One Council Member asked that staff share some of the benefits that <br /> volunteers bring and the value of having a ready to go cadre of people. <br /> The Police Department's proposed cuts were discussed and in particular the Police <br /> Resource Officer position shared by the Sequoia High School. Mayor Foust said that she <br /> would be willing to switch the newsletter (Package 2) for the Police Resource Officer (which <br /> is on Package 1). She also said the librarian for the archives is another one that is <br /> important to her. It was also suggested that the juvenile detective be considered and <br /> Captain Matuszak said both are really hard and it is a judgment call. There was an <br /> acknowledgement that this is an extraordinary time.
