REV: 08-07-24 VR <br />Consultant shall provide access to hoopla electronic materials (streaming movies, <br />streaming TV, steaming movies, eAudiobooks, e-books, and e-comics). Access to the <br />hoopla platform is provided free of charge. Materials range between $0.00 and $3.99 and <br />are priced based on the format. The City has the ability to access five different purchase <br />models through hoopla: <br />All Flex licenses are one copy/one use; there is no simultaneous use. Content can <br />only be borrowed by one patron at a time. If your library wishes to allow more than <br />one patron to simultaneously borrow a Flex title, a separate license must be <br />purchased for each. <br />A time metered Flex license provides an unlimited number of circulations within a <br />defined number of months. Once the defined number of months’ threshold is met, <br />the license expires. <br />A circulation-based Flex license provides an unlimited period in which a defined <br />number of circulations are available. Once the defined number of circulations <br />threshold is met, the license expires. <br />A purchased Flex license that incorporates the features of both the time metered <br />and circulation-based licenses expires as soon as the conditions of one of the two <br />are met, whichever comes first. <br />An Instant borrow license is a simultaneous use license. Content is instantly <br />available for simultaneous use with no holds nor waiting time. Content can be <br />borrowed by an unlimited number of patrons at the same time. This type of license <br />is charged to your library as patrons borrow content and is therefore a transactional <br />license. The only limits are those placed by the library through budget constraints <br />and/or policy limits. <br />The City has the option to transfer their current One-User One-Copy Metered and <br />perpetual digital titles to the all-in-one experience of hoopla with no transfer fee. The City <br />has the ability to place limits on collection checkout through platform either at a set dollar <br />amount or checkouts per customer. <br />Consultant will provide a monthly invoice to the City for hoopla usage. <br />ATTY/AGR.2024.123/Midwest Tapes LLC (Page 13 of 13)
