ATTY/ORD.0010/CC ORD AMENDING MUNI CODE CH.18, 27A, 30 <br />REV: 09-17-24 VR <br />Page 1 of 3 <br />ORDINANCE NO._____ <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING REDWOOD CITY MUNICIPAL CODE CHAPTERS 18 <br />(LOCAL IMPROVEMENTS & PLANNING) AND 27A (STORMWATER <br />MANAGEMENT AND DISCHARGE CONTROL PROGRAM), AND <br />REPEALING AND REPLACING REDWOOD CITY MUNICIPAL CODE <br />CHAPTER 30 (SUBDIVISIONS) TO CONFORM TO CURRENT LAWS, <br />PROVIDE GREATER STREAMLINING OF SUBDIVISION <br />APPLICATIONS, AND IMPROVE FLEXIBILITY TO ACCOMMODATE <br />HOUSING DEVELOPMENTS <br />WHEREAS, the Redwood City Municipal Code is a collection of ordinances <br />passed by the City Council which governs certain activities within the City which set forth <br />the rules and regulations for a very wide variety of situations and issues, including but not <br />limited to land development, building construction, fire prevention, health and sanitation; <br />and <br />WHEREAS, the City’s Municipal Code serves to promote the public health, safety, <br />and general welfare of the community; and <br />WHEREAS, California State Legislature has made changes to state laws to <br />streamline housing development projects, including but not limited to changes to the <br />Subdivision Map Act; and <br />WHEREAS, Chapters 18 (Local Improvements & Planning), 27A (Stormwater <br />Management and Discharge Control Program), and 30 (Subdivisions) have not been <br />updated since 1998, 1995, and 1979, respectively, so the City’s Municipal Code requires <br />changes to comply with these updated laws and to clarify existing provisions and City <br />procedures; and <br />WHEREAS, Chapter 18 requires amendments to clarify definitions and <br />undergrounding requirements for new construction and remodeling, including changes to <br />allow undergrounding in lieu fees for minor subdivisions and to exempt 100% affordable <br />housing projects (the “Chapter 18 Amendments”); and <br />WHEREAS, Chapter 27A requires amendments to this Chapter to update and <br />confirm stormwater requirements for development projects, including tenant <br />improvements (the “Chapter 27A Amendments”); and <br />WHEREAS, Chapter 30 requires a complete re-organization to update the City’s <br />subdivision requirements to reflect best practices and to be consistent with state law, <br />including requirements related to line adjustments and certificates of compliance; to <br />2542
