And even if adoption of the Municipal Code Amendments was considered to be a project under CEQA, it would be exempt from CEQA review pursuant to CEQA Guidelines section 15061(b)(3) because it can be seen with certainty that there is no possibility that adoption of the Municipal Code Amendments would have a significant effect on the environment given that they do not involve or authorize any construction or physical activity that could impact the environment; Section 3. If any section, subsection, clause, or phrase of this Ordinance is for any reason held to be invalid, such decision shall not affect the validity of the remaining portion or sections of the Ordinance. The City Council declares that it would have adopted the Ordinance and each section, subsection, sentence, clause, or phrase thereof irrespective of the fact that any one or more sections, subsections, sentences, clauses, or phrases be declared unconstitutional. Section 4. The City Council of the City of Redwood City hereby adopts the Chapter 18 Amendments as provided in Exhibit A, attached hereto and incorporated by reference, by adding the text shown in double underline (example) and deleting the text shown in strikeout (example). The Chapter 18 Amendments under this Section 4 shall go into effect on the effective date of the Ordinance. Section 5. The City Council of the City of Redwood City hereby adopts the Chapter 27A Amendments as provided in Exhibit B, attached hereto and incorporated by reference, by adding the text shown in double underline (example) and deleting the text shown in strikeout (example). The Chapter 18 Amendments under this Section 5 shall go into effect on the effective date of the Ordinance. Section 6. The City Council of the City of Redwood City hereby adopts the Chapter 30 Amendments as provided in Exhibit C, attached hereto and incorporated by reference, by repealing existing Redwood City Municipal Code Chapter 30 in its entirety and replacing it with the Chapter 30 Amendments. The Chapter 30 Amendments under this Section 6 shall go into effect on the effective date of the Ordinance. Section 7. The City Clerk is directed to cause this Ordinance to be published in the manner required by law. Section 8. This Ordinance shall go into effect 30 days following its adoption. * * *
