Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: October 14, 2024 <br />SUBJECT <br />Agreement for Services with Government Finance Officers Association (GFOA) to assess the City’s <br />Enterprise Resource Planning (ERP) system <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an agreement for services with <br />Government Finance Officers Association (GFOA) to conduct an assessment of the City’s Enterprise <br />Resource Planning (ERP) system’s effectiveness in meeting the City’s specific needs in the areas of human <br />resources, payroll, project portfolio management (cost recovery), purchasing and procurement, and <br />potentially other areas and make recommendations to improve the efficiency and effectiveness of the <br />system including a contingent amount for optional services, in an amount not to exceed $160,000. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />In FY 2021-22, the City went live with a new Enterprise Resource Planning (ERP) system – Oracle – <br />replacing the Accuterm system. Launching a new ERP is never easy and often results in “growing pains.” <br />Redwood City’s implementation of Oracle was made more difficult because the timing of implementation <br />coincided with the COVID-19 pandemic and because of staff turnover in the lead-up to and the years <br />following implementation. Simply put, the City is struggling with the functionality of some aspects of the <br />system, leading to frustration and morale issues that come from a system that is not performing as <br />expected. <br />Redwood City is not alone in these struggles. It is not unusual for jurisdictions to struggle in the years <br />following the launch of a new ERP – regardless of the system, whether that system is Oracle or Tyler Munis <br />6.A. - Page 1 of 20 <br />6
