Page 4 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />work to create a vision for the for future state process – effectively, setting standards for how we want to <br />operate. <br />GFOA will conduct focus group meetings for the processes listed above and schedule meetings with a <br />representative set of individual departments who have regular interactions with finance. <br />For scope related to procurement functions, GFOA plans to facilitate a larger procurement workshop to <br />discuss procurement processes, policies, workflows, and roles and responsibilities. GFOA expects that <br />subject matter experts from finance and representatives from operating departments to participate and <br />be involved in discussions around improvement options. <br />In addition, if necessary, GFOA may request individual interviews with key stakeholders. GFOA will work <br />with the City to determine the most appropriate number of focus group meetings and interviews. <br />Optional - Detailed Oracle Review: If necessary, GFOA will assist with the selection of an independent <br />consultant to help conduct a detailed review of the configured Oracle ERP system for HR/payroll including <br />assistance developing a request for proposals, participating in the vendor selection process, and <br />coordinating recommendations and any observations along with Consultant deliverables. <br />Optional - Implementation Assistance/ Additional Analysis: After preparing action plans, the City may <br />engage GFOA for services to guide implementation of recommended options or to conduct additional <br />analysis related to other areas related to the City’s Oracle Cloud implementation or overall financial <br />management policies/processes. This assistance may include: <br />Project Management Support <br />Project Training <br />Policy Development <br />RFP/Contract Development <br />Process Improvement Workshops <br />Other Tasks <br />FISCAL IMPACT <br />The City will include a one-time appropriation for this work as part of the FY 2024-25 mid-year budget <br />amendments. If additional funds are required to implement GFOA’s recommendations, staff will make a <br />proposal as part of the FY Adopted 2025-26 budget development. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />6.A. - Page 4 of 20 <br />9
