(5) The prutding officer of the Cm~~~~illsion shall have the power to administer oaths to witnesses in app~als before the Co~iasion under this section. In the event that any person shall fail or refuse to appear as a vitne~s in any aueh pro- ceeding after being requested to do so, and if it shall appear to the Commission that his testimony, or books, records, doc~nta or other thinsa under his control are material and relevant as evidence in the matter under consideration by the CoCDission in the proceeding, the presiding officer of the Com.isaion msy subpoena such person, requiring his presence at the proceeding and requiring htm to bring such books, records, doc~ents or other things under nts control. (&) All appeals to the Ruman Righrs Commission shall be open to public inspection. Upon reaching a decision in any appeal, the Ca..ission shall give written notice thereof to the Director of the Ruman Rights Coaaiaaion, or other official designated by the Human Rights Commission, and the appellant or appellants. The decision of the Commission shall be final unless within 15 days of the filing and service of vritten notice thereof appropriate lesal proceedings ere filed in a court of co~etent jurisdiction by any party to this contract.
