This measure does not apply to temporary street <br />parking for loading or unloading. <br />Emission Offsets <br />If a project-specific analysis finds that the project could result in criteria air <br />pollutant emissions that exceed BAAQMD significance thresholds despite <br />implementation of the above emission reduction measures, the project <br />applicant shall pay mitigation offset fees to the BAAQMD’s Bay Area Clean Air <br />Foundation or other governmental entity. The mitigation offset fee shall fund <br />one or more emissions reduction projects within the San Francisco Bay Area <br />Air Basin. The fee will be determined by the City, the project applicant, and the <br />BAAQMD or other governmental entity, and be based on the type of projects <br />available at the time of the payment. The fee is intended to fund emissions <br />reduction projects to achieve annual reductions of ROG, NOX, and PM10 equal <br />to the amount required to reduce emissions below significance levels after <br />implementation of other emission reduction strategies identified above. <br />[COA][MMRP] <br />h. Emission Reduction Measures for Subsequent Projects Exceeding the <br />Significance Thresholds for Health Risks from Construction (SEIR <br />Mitigation Measure AQ-3a): Project applicants within the amended DTPP area <br />proposing projects located, or proposed to be located within 1,000 feet of <br />existing or approved sensitive receptor(s), as defined by the City, including <br />those projects that would include sensitive receptor(s), shall prepare a project- <br />level HRA of construction impacts at the time the project is proposed. This <br />includes projects whose off-site utility improvements would occur over more <br />than six months in duration at any given location that would be within 1,000 feet <br />of existing or approved sensitive receptor(s). The HRA shall be based on project <br />specific construction schedule, equipment and activity data and shall be <br />conducted using methods and models approved by the BAAQMD, CARB, <br />OEHHA and U.S. EPA. Estimated project-level health risks shall be compared <br />to the BAAQMD’s health risk significance thresholds for projects. <br />In the event that a project-specific HRA finds that the project could result in <br />significant construction health risks that exceed BAAQMD significance <br />thresholds, the project applicant shall implement Mitigation Measure AQ-2b’s <br />requirement for the use of all Tier 4 Final construction equipment to reduce <br />project-level health risks to a less than significant level. In addition, all tower <br />cranes and man- and material-lifts shall be electric powered and forklifts shall <br />be electric- or LNG-powered. [COA][MMRP] <br />i. Wildlife Movement and Impacts (formerly FEIR Mitigation 15-3, SEIR <br />Mitigation BIO-1b): Project Applicant shall ensure that all tree removal and <br />trimming, as well as ground disturbing activities, are scheduled to take place <br />outside of the breeding season (February 15 to August 31).
