The Project also meets the majority of DTPP Standards and Guidelines, <br />however exceptions are requested to 2 Standards and 1 Guideline. The <br />accompanying staff report includes analysis of these exceptions and determine <br />that the project complies with the intent of the DTPP, and meets the requirements <br />of the Historic Preservation Ordinance and Secretary of Interior Standards. <br /> <br />b. The establishment, maintenance and operation of the use will <br />not, under the circumstances of this particular case, be detrimental to the <br />public health, safety, or welfare of persons residing or working in the <br />neighborhood of the proposed use, or the property and improvements in the <br />neighborhood, or the City. <br /> <br />The Project has been found to be consistent with the community goals <br />established in the City's General Plan and DTPP and would not be detrimental to <br />the public health, safety, or welfare of persons residing or working in, or property <br />or improvements in, the neighborhood or the City. The Project would restore and <br />rehabilitate the existing hotel on the project site and also add additional guest <br />rooms. The Project consists of exterior and interior improvements within the project <br />site, and would be required to comply with all current code requirements for <br />building and fire safety. <br /> <br />The use and operation of the proposed rooftop bar would be required to <br />meet all local laws, City noise standards, DTPP requirements, and regulations of <br />the department of Alcohol and Beverage Control, which are adopted and intended <br />to preserve and protect the public health, safety and welfare. <br /> <br />Section 4. Historic Preservation Ordinance Permit Approval Criteria (Municipal <br />Code 40.10): <br /> <br />a. In the case of any property designated a historic landmark, the <br />proposed work would not detrimentally alter, destroy or adversely affect any <br />exterior architectural feature. <br /> <br />The proposed project retains 75% of the exterior walls including the <br />Broadway and Main Street facing exterior walls, and a portion of the alley wall. The <br />storefront facades on the streel level will also be rehabilitated and partially <br />reconfigured, with details matching the original. The corner entry feature, <br />clerestory windows above the storefronts, exterior trim, windows, and cornice will <br />all be retained and repaired as necessary. In addition, existing wood windows on <br />the street-facing elevations will be refurbished. <br /> <br />The proposed project was reviewed by a qualified professional, found to be <br />in compliance with the Secretary of the Interior’s Standards, and found not to be <br />detrimental to, or to adversely affect, any exterior architectural features of the <br />landmark.
