ATTY/RESO.0097/PC RESO 1 TWIN DOLPHIN <br />REV: 10-04-23 VR <br />Page 1 of 23 <br />RESOLUTION NO. 23-21 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF REDWOOD CITY GRANTING APPROVAL OF AN <br />ARCHITECTUAL PERMIT, PLANNED DEVELOPMENT PERMIT, <br />AND VESTING TENTATIVE PARCEL MAP FOR THE 1 TWIN <br />DOLPHIN DRIVE OFFICE PROJECT <br /> <br />WHEREAS, Prince Street Partners (the Applicant) submitted an application for <br />an Architectural Permit (AP2022-017), Planned Development Permit (PD2023-001), <br />and Vesting Tentative Parcel Map (TM2023-001), to construct a five-story, 197,520 <br />square feet office building, including a 0.2 (39,504 square foot) Floor Area Ratio (FAR) <br />bonus for a total of 1.0 FAR (the Project) located at 1 Twin Dolphin Drive (Property) <br />which is within the Commercial Park (CP) Zoning District; and <br /> <br />WHEREAS, on March 16, 2023, the Architectural Advisory Committee (AAC) <br />of the City of Redwood City conducted a public hearing to consider the proposed <br />project and voted 4-0 to recommend that the Planning Commission approve the <br />Project; and <br /> <br />WHEREAS, on August 29, 2023, the Subdivision Committee (SDC) of the City <br />of Redwood City conducted a public hearing to consider the proposed Vesting <br />Tentative Parcel Map and voted 3-0 to recommend that the Planning Commission <br />approve the Vesting Tentative Parcel Map; and <br /> <br />WHEREAS, the Commission is empowered by Zoning Ordinance Article 45 <br />(Architectural Permits) and Article 46 (Planned Development Permits) to act upon <br />applications for Architectural Permits and Planned Development Permits and is also <br />empowered by the Subdivision Map Act and the Zoning Ordinance Article 40 to <br />consider Vesting Tentative Parcel Map Applications; and <br /> <br />WHEREAS, the Planning Commission is the highest applicable review <br />authority required to review the aforementioned permits concurrently pursuant to <br />Section 41.4 of the Zoning Ordinance; and <br /> <br />WHEREAS, on September 22, 2023, a public hearing notice was published in <br />the San Mateo Daily Journal and mailed to interested parties and all property owners <br />within 300 feet of the Property; and <br /> <br />WHEREAS, on October 3, 2023, the Commission considered the staff reports, <br />oral and written, and testimony and materials presented by all those wishing to be <br />heard on this Project at the duly noticed public hearing on this matter; and <br /> <br />WHEREAS, on October 3, 2023, the Commission conducted a duly noticed <br />public hearing, in accordance with all applicable requirements of the State Planning <br />and Zoning Law, the Redwood City Code, and the Redwood City Zoning Ordinance,
