4873-4401-5244 v1 <br />proposed project would pay its Traffic Impact Fee in effect at time of payment and issuance of a <br />building permit. <br />Precise Plan EIR Mitigation Measure 7-18: To mitigate the cumulative impact at the intersection of <br />Marsh Road and Scott Drive, the eastbound approach of Scott Drive would need to be restriped <br />to include a total of one shared through/left-turn lane and one right-turn lane. (Marsh Road is <br />considered north-south and Scott Drive is considered east- west.) With these improvements, the <br />level of service (LOS) at this intersection would remain an unacceptable LOS F during the PM peak <br />hour. Although the LOS F still exceeds the City of Menlo Park LOS standard, the LOS under <br />Cumulative With Project conditions would be better than that under Cumulative No Project <br />conditions. Traffic from the proposed project could contribute up to 14.4 seconds to the PM delay <br />at this intersection over Cumulative No Project conditions (see EIR Table 7.16); other Cumulative <br />growth could add up to 74.4 seconds to the delay over Near Term No Project conditions. The <br />proposed project would contribute its fair share to a mitigation fund established to pay for the <br />cost of this improvement (estimated, based on this EIR, to be 16 percent) at the time of issuance <br />of a building permit or, if the City adds the improvements to its Traffic Impact Fee Program (TIF) <br />project list, the proposed project would pay its Traffic Impact Fee in effect at time of payment and <br />issuance of a building permit. <br />Precise Plan EIR Mitigation Measure 7-20: The project applicant shall be responsible for fully <br />funding/installing additional high visibility crosswalks along Bay Road that are aligned with the <br />intersecting streets. These crosswalks could include bulbouts, high visibility paint, paving <br />textures/treatments, or pedestrian flashing warning light systems. These crosswalks would be <br />installed at Hurlingame Avenue/Bay Road and Barron Avenue/Bay Road. <br />Precise Plan EIR Mitigation Measure 8-1: For all project-related grading, demolition, or construction <br />activity, construction contractors shall implement the following mitigation measures, where <br />applicable: <br />•BAAQMD-Recommended Measures for All General Construction Activities: <br />o All exposed surfaces (e.g., parking areas, staging areas, soil piles, graded areas, and <br />unpaved access roads) shall be watered two times per day. <br />o All haul trucks transporting soil, sand, or other loose material off-site shall be covered. <br />o All visible mud or dirt track-out onto adjacent public roads shall be removed using <br />wet power vacuum street sweepers at least once per day. The use of dry power <br />sweeping is prohibited. <br />o All vehicle speeds on unpaved roads shall be limited to 15 mph. <br />o All roadways, driveways, and sidewalks to be paved shall be completed as soon as <br />possible. Building pads shall be laid as soon as possible after grading unless seeding <br />or soil binders are used. <br />o Idling times shall be minimized either by shutting equipment off when not in use or <br />reducing the maximum idling time to 5 minutes (as required by the California airborne <br />toxics control measure Title 13, Section 2485 of California Code of Regulations [CCR]). <br />Clear signage shall be provided for construction workers at all access points. <br />o All construction equipment shall be maintained and properly tuned in accordance <br />with manufacturer‘s specifications.
