AP2022- <br />071 AND USE PERMIT NO. UP2022-12 SUBJECT TO CONDITIONS OF <br />APPROVAL FOR 801 WILLOW STREET AND DETERMINING THE <br />PROJECT TO BE CATEGORICALLY EXEMPT FROM CEQA UNDER <br />CEQA GUIDELINES SECTION 15301(e) (CLASS 1-EXISTING <br />FACILITIES) <br /> <br />WHEREAS, the applicant, Mark Melvin (Applicant), on behalf of Del-Camp <br />Investments, Inc. (Owner), applied for an Architectural Permit and Use Permit to modify <br />an existing building, including an increase in height from 20 ft. to 40 ft. in an area of <br />approximately 100 ft. x 80 ft. for a new indoor rock climbing facility and to allow a reduction <br />in required parking spaces (the Project) at 801 Willow Street (the Property); and <br /> <br />WHEREAS, the Redwood City Zoning Code section 41.4.B.2. vests the City <br />Planning Commission (Commission) with the authority to review building additions <br />exceeding three (3) stories or thirty-five (35) feet in height; and <br /> <br />WHEREAS, the Commission is empowered by the City Council and Redwood City <br />Zoning Code section 41.4.A to act as the highest review authority for all permits when the <br />Commission is the highest applicable review authority for any one of the permits; and <br /> <br />WHEREAS, the Project includes a request increase the height of a portion of the <br />building to exceed thirty-five (35) feet; and <br /> <br />WHEREAS, on January 20, 2023, a public hearing notice was published in the <br />San Mateo Daily Journal and mailed to owners and tenants within 300 feet of the Property; <br />and <br /> <br />WHEREAS, on January 31, 2023, the Commission held a duly noticed public <br />hearing in accordance with all applicable requirements of the State Planning and Zoning <br />Law and the Redwood City Zoning Code, to consider the Project; and <br /> <br />WHEREAS, on January 31, 2023, the Planning Commission fully reviewed, <br />considered, and evaluated the staff report prepared for the Project including the <br />attachments to the staff report, oral and written public testimony, and all other documents <br />and evidence in the public record on the Project. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION AS <br />FOLLOWS: <br /> <br />1. The Planning Commission finds that the above recitals are accurate and <br />constitute findings in this matter, and with the staff reports, the application materials, <br />development plan, and all other documents, reports, studies, memoranda, maps, oral
