Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 5 <br />Final Environmental Impact Report January 2023 <br />related to substantial adverse cumulative impacts with respect to Air Quality; Impact TR-2 related <br />to conflicts or inconsistency with CEQA Guidelines section 15064.3(b) (Project Generated VMT); <br />and Impact UTIL-6 related to causing substantial adverse cumulative impacts with respect to <br />utilities and service systems. Each of the aforementioned impacts would remain significant and <br />unavoidable even after implementing all feasible mitigation measures. By these Findings, the City <br />Council ratifies and adopts the EIR’s conclusions for all of the following potential environmental <br />impacts, based on the analyses on the referenced pages of the DEIR. <br />A. Findings Regarding Less than Significant Impacts <br />The following potential environmental impacts of the Project were determined to be less <br />than significant and to not require any mitigation measures, as set forth in Chapters 4.1 through <br />4.20 of the DEIR, as incorporated into the FEIR. The City Council concurs with the conclusions in <br />the DEIR, as incorporated into the FEIR, and makes the following findings with respect to such <br />less than significant impacts. <br />4.1. Aesthetics <br />Impact AES-1: Implementation of the proposed Project would not have a substantial adverse <br />effect on a scenic vista. <br />Implementation of the proposed Project would not result in the substantial degradation in <br />the quality, or obstruction of, scenic views available from a recognized scenic vista. The four most <br />notable viewpoints for these scenic vistas are located in the elevated western hillsides, including <br />the Easter Cross, Easter Bowl, Canada College and Edgewood County Park, where views of the <br />Bay and the Santa Cruz Mountains are largely unobscured and are not expected to be affected by <br />the Project. Implementation of the Project would result in housing development on inventory sites <br />within the City, most of which are in areas that currently include urban development. New <br />development associated with the Project could result in taller and more dense development than <br />currently exists at certain locations; however, this new development would be consistent with the <br />existing urban character of the City. Furthermore, existing architectural review procedures adopted <br />by the City allow the City to evaluate development against the adopted General Plan in order to <br />minimize visual and environmental impacts caused by new development and associated utilities. <br />This impact would be less than significant. (Draft EIR, pp. 4.1-8 to 4.1-9.) <br />Impact AES-2: Implementation of the proposed Project would not substantially damage <br />scenic resources, including, but not limited to, trees, rock outcroppings, and historic buildings <br />within a state scenic highway. <br />The proposed Project would not damage scenic resources as there are no officially <br />designated scenic highways or highway segments that are eligible for designation as scenic within <br />the City of Redwood City, and there would be no direct impact on scenic highways in San Mateo <br />County. The proposed housing sites associated with the Project are primarily clustered in the <br />eastern portion of the Planning Area, while the closest scenic highway (I-280) is located west of <br />the City. This impact would be less than significant. (Draft EIR, p. 4.1-9)
