ATTY/RESO.0009/PC RESO ADOPT CEQA <br />REV: 01-27-23 JB <br />Page 3 of 6 <br />of Regulations); and <br /> <br />WHEREAS, the City determined that the Project would require the preparation of <br />an environmental impact report (“EIR”) to assess the environmental impacts that could <br />result from adoption and implementation of the proposed Project; and <br /> <br />WHEREAS, pursuant to CEQA Guidelines section 15082, the City issued a Notice <br />of Preparation (“NOP”) for the EIR to solicit input on the environmental analysis of the <br />Project and submitted the NOP to the Office of Planning and Research State <br />Clearinghouse and interested agencies and persons on October 19, 2022, for a 30-day <br />review period; and <br /> <br />WHEREAS, the City prepared a Draft Environmental Impact Report (“DEIR”; SCH <br />2022100449) for the Project and circulated it for public comment for 45 days from <br />November 23, 2022, to January 6, 2023, and copies of the DEIR were made available on <br />the City’s website and in hard copy for review by the public and responsible and trustee <br />agencies, and all were invited to submit comments on the DEIR to the City’s Community <br />Development and Transportation Department; and <br /> <br />WHEREAS, on December 13, 2022, the Planning Commission held a public <br />hearing to receive additional verbal and written comments on the DEIR; and <br /> <br />WHEREAS, following the completion of the public review period, the City reviewed <br />all comments received on the DEIR and prepared a Final Environmental Impact Report <br />(the “FEIR”) which incorporates the DEIR by reference, includes all comments received <br />during the public review period and responses to those comments, describes changes to <br />the DEIR that resulted from the comments received, and includes a Mitigation Monitoring <br />and Reporting Program (“MMRP”); and <br /> <br /> <br />
