Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 26 <br />Final Environmental Impact Report January 2023 <br />Development facilitated by the proposed Project would be required to comply with all <br />applicable federal, State, and local statues and regulations related to solid waste management and <br />reduction. The Infrastructure Element of the adopted General Plan contains one goal, six policies, <br />and four implementation programs related to solid waste. This impact would be less than <br />significant. (Draft EIR, p. 4.19-31) <br />4.20. Wildfire <br />Impact WILD-1: The proposed Project would not substantially impair an adopted emergency <br />response plan or emergency evacuation plan. <br />All major public streets in Redwood City serve as principal evacuation routes and would <br />support an evacuation function; however, in any evacuation, the exact emergency routes used <br />would depend on a number of variables, including the type, scope, and location of the incident. As <br />specific future individual development projects are proposed within the Planning Area, potential <br />construction period emergency access impacts would be evaluated and avoided as part of the <br />regular project review and/or the CEQA compliance process. While an increase in population in <br />the Planning Area could increase evacuation times, the policies and implementation programs <br />proposed in the updated Public Safety Element would ensure adequate emergency response and <br />evacuation procedures are planned for and maintained on a development-by-development basis and <br />Planning Area-wide. Therefore, the proposed Project would not impair implementation of or <br />physically interfere with an adopted emergency response plan or emergency evacuation plan, and <br />this impact is considered less than significant. <br />The General Plan contains policies and implementation programs that ensure adequate <br />emergency services related to wildfire response in the Planning Area. In addition, the Public Safety <br />Element Update component of the Project proposes new and revised policies and implementation <br />programs that would continue and improve protection of residents and properties through <br />implementation of emergency response plans and requirements for developments to plan for <br />evacuation scenarios and ensure adequate emergency access, and would ensure adequate <br />emergency response and evacuation procedures are planned for and maintained on a development- <br />by-development basis and Planning Area-wide. The Redwood City Fire Department, CAL FIRE, <br />the Redwood City Police Department, and the San Mateo County Sheriff’s Office would continue <br />to engage in mutual aid for emergency response and evacuation procedures during wildfire <br />incidents. Potential adverse impacts due to implementation of the proposed Project on emergency <br />access and evacuation would be less than significant. (Draft EIR, pp. 4.20-16 to 4.20-18) <br />Impact WILD-2: The proposed Project would not result in impacts due to slope, prevailing <br />winds, and other factors, exacerbating wildfire risks, and thereby expose project occupants <br />to, pollutant concentrations from a wildfire or the uncontrolled spread of a wildfire. <br />The General Plan contains policies and implementation programs related to fire prevention <br />and response in the Planning Area. In addition, the City carries out fuel reduction projects in areas <br />under its jurisdiction, and the San Mateo County Parks Department operates a Wildfire Fuel <br />Management Program and as part of its 2021-2026 list of wildfire fuel management projects is <br />carrying out a project to create and maintain a shaded fuel break along the eastern and southeastern <br />boundary Edgewood County Park, which borders the Planning Area.
