Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 40 <br />Final Environmental Impact Report January 2023 <br />1a, TCR-1b, TCR-2a, TCR-2b, and TCR-3 would substantially lessen the severity of <br />Impact TRC-1, such that this potential impact would be less than significant. Mitigation <br />Measure TCR-1a requires that if deposits of prehistoric or historic archaeological and tribal <br />cultural resource materials are encountered during project construction activities for future <br />development, all work within an appropriate buffer area around the discovery shall be <br />stopped and a qualified archaeologist meeting federal criteria under 36 CFR 61 shall be <br />contacted to assess the deposit(s) and make recommendations to the City Community <br />Development and Transportation Department regarding their treatment, consistent with <br />CEQA Guidelines Section 15126.4 (b)(3). Mitigation Measure TCR-1b requires all <br />construction crews to undergo adequate training for the identification of federal or state- <br />eligible cultural resources prior to the issuance of grading permits. Mitigation Measure <br />TCR-2a requires that if human remains are encountered during ground-disturbing activities <br />within specific project sites, work within 50 feet shall be stopped and the San Mateo County <br />Coroner (Coroner) notified of any human remains; at the same time, a qualified <br />archaeologist shall be contacted to assess the situation and consult with the appropriate <br />agencies; and if the human remains are of Native American origin, the Coroner shall notify <br />the NAHC so that NAHC can identify a Most Likely Descendant (MLD) to inspect the site <br />and provide recommendations for the proper treatment or disposition, with proper dignity, <br />of the remains and any associated grave goods. Mitigation Measure TCR-2b requires all <br />construction crews to undergo a training session prior to issuance of grading permits to <br />inform them of the presence and nature of federal or state-eligible cultural resources and <br />the potential for previously undiscovered archaeological and/or tribal cultural resources <br />and human remains within specific project sites, of the laws protecting these resources and <br />associated penalties, and of the procedures to follow should they discover cultural <br />resources during project-related work. Mitigation Measure TCR-3 requires that future <br />development project applicants comply with the City’s Historic Resources Management <br />Plan and prepare a cultural resources plan in compliance with the applicable California <br />Environmental Quality Act regulations for all historic site or sites which have a potential <br />for the on-site discovery, reconnaissance and identification of cultural resources, including <br />a records search conducted by the Northwest Information Center of the California <br />Archaeological Inventory; interviews with persons knowledgeable about the history of the <br />site, as approved by staff and within a time period designated by staff; and review of maps <br />archived at the local history room of the Main Library and other historical data contained <br />in the Redwood City Inventory. <br />6.2. Cumulative Impacts <br />6.2.3 Air Quality: <br />Mitigation Measures. EIR Mitigation Measure AIR-2 (Draft EIR pp. 4.3-21 to 4.3-22) <br />will be implemented for the Project as provided in the MMRP. <br />Findings Regarding Cumulative Air Quality Impact: Based on the FEIR and the entire <br />record before the City, the Council finds that incorporating the requirements of Mitigation <br />Measure AIR-2 would substantially lessen the severity of the cumulative air quality impact.
