Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 50 <br />Final Environmental Impact Report January 2023 <br />implemented and as such, the No Project Alternative could result in possible significant impacts <br />compared to the Project. <br />The No Project Alternative would meet many of the City’s objectives for the proposed <br />Project, but in some cases not as well as the Project, in that it would: <br />– provide for housing opportunities throughout Redwood City including areas close to <br />services, transit, jobs, and in high opportunity residential neighborhoods; <br />– promote healthy neighborhoods but would not provide a robust program addressing racial <br />equity environmental justice issues facing Redwood City today; and <br />– support inclusivity and safety objectives. <br />The No Project Alternative would not meet the following City objectives: <br />– not accommodate as much residential development as the Project. The No Project <br />Alternative only provides a buffer of 13 percent to ensure there is no net loss of lower- <br />income units when HCD recommends a buffer of between 15 and 30 percent, while the <br />Project would provide a 53% buffer; <br />– provide fewer housing choices in Redwood City and fewer opportunities to respond to <br />the broad range of housing needs in the community; <br />– not address challenges facing disadvantaged and vulnerable communities related to <br />Environmental Justice issues and would not result in goals and policies designed to <br />reverse historic patterns of segregation; <br />– not address new State laws and guidelines established to address pollution burdens and <br />locate affordable housing in communities with high value resources (e.g., high <br />performing schools, access to parks, etc.); although the adopted 2010 General Plan <br />incorporates policies and programs addressing environmental justice issues, recent State <br />laws require additional focus that is not provided in the current General Plan; <br />– not afford the community an opportunity to provide input related to trends, changed <br />conditions and needs that should be addressed when addressing housing, safety, or <br />environmental justice issues; there would be no opportunities to engage residents, <br />stakeholders, vulnerable and disadvantaged communities to ensure an equitable and <br />inclusive processes for collecting input on goals, policies, investments, and service <br />systems; <br />– not update the Public Safety Element to incorporate information, goals, policies, and <br />programs to address climate change, resiliency, sea level rise, flooding, and wildfire risk <br />as required by State Law; and would not meet the City’s goals and objectives established <br />for the Safety Element Update; <br />– not develop strategies that help people, infrastructure, and community assets adapt to and <br />recover from evolving climate threats and vulnerabilities, and from natural and human- <br />caused hazards as required by State Law; and would not meet the City’s objective <br />established for adaptive and resilient communities; and
