Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 54 <br />Final Environmental Impact Report January 2023 <br />With regard to tribal cultural resources, compliance with existing regulations would ensure <br />that potential impact would be reduced both for the Project and the RHNA +15% Residential Buffer <br />Alternative; therefore, this alternative would result in a similar less-than-significant impact when <br />compared to the Project. <br />With regard to utilities and service systems, the Project will have a less-than-significant <br />impacts related to sewer/wastewater treatment, storm drainage, and other utility services, and would <br />not require nor result in the relocation or construction of new or expanded water, wastewater <br />treatment of storm water drainage, electric power, natural gas, or telecommunication facilities. The <br />Project will not have an impact on water supply. The Project would also not generate solid waste <br />in excess of State or local standards nor in excess of local infrastructure capacity, would not impair <br />attaining solid waste reduction goals, and would comply with federal, state, and local solid waste <br />management/reduction statutes and regulations. Given that the RHNA +15% Residential Buffer <br />Alternative has a decrease in residential development potential, the demand for utilities and their <br />service systems would be reduced as well. This alternative would result in fewer impacts than the <br />Project and the potential for impact would remain less than significant. <br />With regard to wildfire impacts, existing General Plan policies, including identifying <br />special on-site fire protection measures during project review, would continue to apply, thus <br />providing the same level of protection as the Project. This Alternative would result in reduced less- <br />than-significant impacts than the Project due to the decreased development potential. <br />The RHNA +15% Residential Buffer Alternative would meet many of the City’s objectives <br />for the proposed Project but not meet them as fully as the Project, in that it would: <br />– accommodate a buffer of 15 percent, consistent with the HCD recommended buffer <br />between 15 and 30 percent to ensure there is no net loss of lower-income units. However, <br />the Project provides more opportunity for housing, thus the RHNA +15% Alternative <br />supports the objective but not as well as the Project; and <br />– provide for housing opportunities throughout Redwood City including areas close to <br />services, transit, jobs, and in high opportunity residential neighborhoods. However, the <br />Project provides more opportunity for housing, and thus the RHNA +15% Alternative <br />supports the objective but not as well as the Project; <br />The RHNA +15% Residential Buffer Alternative would meet and/or support many of the City’s <br />objectives for the proposed Project equally well: <br />– meet the objective promoting healthy neighborhoods; <br />– support the equity, fair housing, and inclusivity objectives; <br />– supports the safety objective; <br />– meet the adaptive and resilient communities objective; and <br />– meet the conformance with regulatory requirements objective.
