ATTY/RESO.0025/ PC APPROVING AP 2020-060 <br />REV: 03-31-2023 JB <br />Page 2 of 18 <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING <br />COMMISSION OF THE CITY OF REDWOOD CITY AS FOLLOWS: <br /> <br />Section 1. The Planning Commission, having independently heard, consider <br />and weighed all the evidence in the record, finds that the above recitals are <br />accurate and constitute findings in this matter and, together with the staff report <br />and the application materials, development plans, and all other documents, reports, <br />studies, memoranda, maps, oral and written testimony, and materials in the City’s <br />file for the applications and the Project, and all adopted City planning documents <br />relating to the Project and the property including the City’s General Plan, Municipal <br />Code, Zoning Ordinance, and other applicable City laws and regulations, have <br />together served as an adequate and appropriate evidentiary basis for the findings <br />and actions set forth in this Resolution. <br /> <br />Section 2. The Planning Commission finds that, based on substantial <br />evidence in the administrative record, the Project is Categorically Exempt pursuant <br />to California Environmental Quality Act (CEQA) Guidelines section 15332 (Class <br />32) for Infill Development Projects as set forth in the CEQA Memorandum dated <br />4/4/2023_ and incorporated herein by reference, because the Project complies <br />with each required condition of the exemption as: <br /> <br />a) The project is consistent with the applicable general plan and zoning <br />designations; <br />b) The Project development occurs within city limits on a project site of no more <br />than five acres substantially surrounded by urban uses; <br />c) The project site has no value as habitat for endangered, rare or <br />threatened species; <br />d) Approval of the project would not result in any significant effects relating to <br />traffic, noise, air quality or water quality; and <br />e) The site can be readily served by all required utilities and public services. <br /> <br />In addition, none of the exceptions under CEQA Guidelines section <br />15300.2 apply. Specifically, <br />a) As a stand-alone project, there is no cumulative impact of successive <br />projects of the same type in the same place, over time, <br />b) There is no reasonable possibility that the activity will have a significant <br />effect on the environment due to unusual circumstances because no <br />unusual circumstances exist on the project site or surrounding area, <br />c) There is no potential for an impact to scenic resources within a highway <br />officially designated as a state scenic highway because there is not a <br />designated highway in the vicinity of the Project, <br />d) The Project is not included on any list compiled pursuant to Section 65962.5 <br />of the Government Code because site remediation has been complete and <br />Case Closure Letter issued by San Mateo County on March 6, 2012, and <br />e) There will be no substantial adverse change in the significance of a <br />historical resource because the site does not contain any historic resources.
