Dr. Shiels was a prominent surgeon, physician and medical expert <br />witness in the Bay Area and New York. He is also earned a medal of honor as <br />a veteran of both the Spanish American War and World War I. The house is <br />also associated with Charles Miller, a local contractor, who was active in the <br />early twentieth century and was noteworthy for the 1911 clubhouse for the <br />Redwood City Woman’s Club. <br /> <br />c. Criterion C: It embodies distinctive characteristics of a style, type, period, or <br />method of construction, or is a valuable example of the use of indigenous <br />materials or craftsmanship. <br /> <br />The house is an excellent example of a 1920’s Spanish Revival residence with <br />its arched porch, low pitched tile roof, stucco surfaces, tile attic vents and <br />expanses of wall. It retains a high degree of integrity and clearly conveys its <br />1920s origins. <br /> <br />4. The Planning Commission hereby recommends that the City Council approve a <br />Historic Preservation Agreement (Mills Act Contract) for the Property. <br /> <br />5.
