The DTPP (Appendix 1) identifies 47 historic resources and one designated historic district within the DTPP area. <br />The DTPP program EIR (Chapter 7, Cultural and Historic Resources) concluded that there were potential impacts to <br />these resources only for project sites located on or directly adjacent to a historic resource, or within or directly adjacent <br />to a historic district. The EIR concluded this impact to be significant and unavoidable with mitigation. The SEIR <br />concurred that even with Mitigation Measure 7-3 (requiring development within or adjacent to historic districts to be <br />evaluated by a historian), and Mitigation Measures CR-1 (formerly Mitigation Measure 7-2 with clarifying <br />amendments), CR-2 (formerly Mitigation Measure 7-4 with clarifying amendments), and NO-3 (formerly Mitigation <br />Measure 11-3 with clarifying amendments), implementation of the DTPP Plan-Wide Amendments could pose <br />significant and unavoidable impacts on historic resources. <br />The existing building and site is not a DTPP-identified historic resource and is not a contributor to the locally <br />designated Main Street Historic District (DTPP p. 30, Historic Resource Preservation Regulations Map; DTPP p. 156, <br />Historic Resources Reconnaissance Survey Map.) <br />However, because the project component site is adjacent to a historic district, the following summarizes the review of <br />the proposed project component’s impacts on the adjacent historic district as required by the DTPP program EIR <br />(Mitigation Measure 7-3).9 <br /> Historic Resources Report <br /> A historic resources report was prepared for the project component site by Brandi Preservation Historic Preservation <br />Consulting, in October 2023, (Review of the Impact of the 1900 Broadway Project on Historic Resources in <br />Downtown Redwood City; October 9, 2023, and revised October 30, 2023, the “Brandi Report”). The Brandi Report <br />was prepared by Richard Brandi who meets the requirements of a Qualified Professional as set forth by the Secretary <br />of the Interior. <br /> The Brandi Report evaluated the proposed project component to determine if the 1900 Broadway project would have <br />potential impacts on four existing City-designated historic structures (726 Main Street aka the Diller-Chamberlain <br />Store; 800 Main Street aka the Sequoia Hotel; 2000 Broadway aka the Bank of San Mateo County; and 2020 Broadway <br />aka the Fitzpatrick Building) or on the adjacent City-designated Main Street Historic District. The analysis was based <br />on review of project plans and the Downtown Precise Plan and photos (included in the report). A site visit was <br />conducted on September 29, 2023.
