111
and concluded that because “new development in the Planning Area would be required to pay Development Impact
Fees and any school facility updates or expansions would be required to undergo environmental review as part of the
development review process, impacts related to the need for new school facilities as a result of the proposed Project
would be less than significant.” The project component consists of a new residential building and would be required
to pay Development Impact Fees as applicable. As such, no new or physically altered school facilities or need for new
or physically altered school facilities have been identified due to the project component.
Parks: The Focused GPU program EIR (pp. 4.16-16) determined that while the Focused GPU does not propose the
construction or expansion of recreational facilities, “Should open space/recreation improvements associated with
development under the [Focused GPU] Project be proposed, these improvements would mostly likely take place on
already developed or previously developed property and/or would create little or no additional impacts within other
issue areas (e.g., noise, air quality, traffic).” The Focused GPU EIR (p. 4.16-15) concluded that “future development
of public parks in the Planning Area plus individual project payment of City adopted park in-lieu fees and/or dedication
of parkland to the City in fee title and free of encumbrances would ensure that impacts on parks and recreational
facilities is less than significant.” The project component consists of a new residential building and would be required
to pay park fees as applicable. Additionally, the project component would include open space for residents that would
include a playground area, seating, and landscaping. As such, no new or physically altered park facilities or need for
new or physically altered park facilities have been identified due to the project component.
Other Public Facilities: The Focused GPU program EIR (pp. 4.15-12 and 4.15-13) concluded that while development
as a result of the proposed Focused GPU “would generate population growth in the Planning Area that would be
expected to result in increased use of public library facilities, the [Focused GPU] Project does not specifically include
any new or expanded public facilities” and “it is anticipated that existing library and City administrative services
would accommodate any increase in demand due to implementation of the proposed Project.” The GPU EIR
anticipated the impacts of development from the Focused General Plan Update and it is not anticipated that a new
residential project comprising 86 units would result would result in demand on library services beyond what was
anticipated in the GPU EIR and necessitate the construction of a new library facility given the three existing libraries
in Redwood City: Downtown Library (1044 Middlefield Rd), Schaberg Branch Library (2140 Euclid Avenue), and
Redwood Shores Library (399 Marine Parkway). As such, no new or physically altered public facilities or need for
new or physically altered public facilities have been identified due to the project component.
Public Services Conclusion: All the adopted and uniformly applied standard requirements and procedures described
above regarding emergency access and fire protection are subject to review and approval by the City. Under the
proposed project component, no additional impacts on public services are anticipated, so the impact would remain
less than significant and no additional mitigation is required. It would not result in new or more severe impacts with
respect to population growth than in the Focused GPU EIR and there is no new information of substantial importance
for CEQA purposes.

CONCLUSION
With regards to the issue area of Public Services, the following findings can be made: (1) no peculiar impacts to the
847 Woodside project component or its site have been identified, (2) there are no potentially significant effects or off-
site and/or cumulative impacts which were not discussed by the Focused GPU EIR, (3) no substantial new information
has been identified which results in an impact which is more severe than anticipated by the Focused GPU EIR, and
(4) no mitigation measures contained within the Focused GPU EIR would be required because the project component
specific impacts would be less than significant. For these reasons, the public services impacts of the proposed project
component would be consistent with the impacts identified in the Focused GPU EIR and this project component does
not require additional environmental review under CEQA Guidelines section 15183.

ATTY/RESO.0074/CC RESO 847 WOODSIDE (CEQA) - EXHIBIT 1 - CEQA CONSISTENCY CHECKLIST
REV: 10-23-24 VR
