The DTPP program EIR (pp. 10-15 and 10-16) concluded that development occurring under the DTPP would not necessitate the construction or expansion of water or wastewater treatment facilities. See items (b) and (c) below for further explanation. The DTPP Plan-Wide Amendments program SEIR (pp. 10-25 through 10-30) concurred with the DTPP program EIR conclusion with respect to DTPP development but added additional analysis pertaining to future citywide development and increased need for emergency water storage, inadequacies in water transmission and distribution systems, and potential capacity limitations for wastewater and stormwater collection and conveyance. The DTPP Plan-Wide Amendments program SEIR found the impacts potentially significant and included four new mitigation measures (UT-1, UT-2, UT-8, and C-UT-1). Mitigation Measure UT-1 addressed emergency water storage, water system upgrades, sanitary sewer system upgrades, and stormwater system upgrades related to potential development under the DTPP Plan-Wide Amendments. Mitigation Measure UT-2 addressed recycled water infrastructure needs to ensure sufficient water supplies for new development. Mitigation Measure UT-8 addressed the potential realignment and alteration of Arroyo Ojo that may be undertaken for the 901 El Camino Real project. Mitigation Measure C-UT-1 addressed the cumulative utilities and service systems impact of the DTPP Plan-Wide Amendments in combination with future projects Citywide (pp. 10-24 – 10-42; pp. 17-20 – 17-24). With the implementation of the four above-listed new utilities and service systems mitigation measures, the DTPP Plan-Wide Amendments program SEIR concluded the potentially significant utilities and service systems impacts of subsequent development that may result from implementation of the DTPP Plan-Wide Amendments would be less than significant. As a Gatekeeper Project evaluated in the DTPP Plan-Wide Amendments program SEIR, the 1900 Broadway project component is subject to Mitigation Measures UT-1, UT-2, and C-UT-1 (which calls for the implementation of Mitigation Measures UT-1 and UT-2). Mitigation Measure UT-8 is not applicable to the 1900 Broadway project component because 1900 Broadway is not involved in the 901 El Camino Real project’s potential alterations to Arroyo Ojo.
