WILDFIRE – If located in or near state responsibility areas or lands classified as very high fire hazard severity zones,
would the project:
a) Substantially impair an adopted emergency
response plan or emergency evacuation plan?
Not
Addressed LTS LTS No No No No
b) Due to slope, prevailing winds, and other
factors, exacerbate wildfire risks, and thereby
expose project occupants to pollutant
concentrations from a wildfire or the
uncontrolled spread of a wildfire?
Not
Addressed LTS LTS No No No No
c) Require the installation or maintenance of
associated infrastructure (such as roads, fuel
breaks, emergency water sources, power lines
or other utilities) that may exacerbate fire risk
or that may result in temporary or ongoing
impacts to the environment?
Not
Addressed LTS LTS No No No No
d) Expose people or structures to significant
risks, including downslope or downstream
flooding or landslides, as a result of runoff,
post-fire slope instability, or drainage
changes?
No Impact No Impact No
Impact No No No No

Documentation:

1900 Broadway Component:
a. The DTPP Final EIR did not analyze the impacts on the DTPP as it relates to wildland fire. THE DTPP Plan-Wide
Amendments SEIR found impacts related to wildfire to be less than significant. As discussed above in item VIII,
Hazards and Hazardous Materials, the project component would not impair or interfere with emergency access or
impair emergency response and evacuation in the Precise Plan area. (Also see item XV, Public Services.) Thus, this
impact is less than significant. This proposed project component would not generate new or more severe impacts
beyond those analyzed in the SEIR, and there is no new information of substantial importance for CEQA purposes.
b. and c. The DTPP Final EIR did not analyze the impacts on the DTPP as it relates to wildland fire. THE DTPP Plan-
Wide Amendments SEIR found impacts related to wildfire to be less than significant. The DTPP area is not in a Very
High Fire Severity Hazard Zone or a State Responsibility Area, and there are no high fire hazard areas or wildlands
susceptible to wildfire in the project vicinity. No wildfire-related infrastructure would be necessary. Impacts related
to wildfire or installation and/or maintenance of wildfire-related infrastructure would be less than significant. (DTPP
Plan-Wide Amendments program SEIR p. 18-8 20) This proposed project component would not generate new or more
severe impacts beyond those analyzed in the SEIR, and there is no new information of substantial importance for
CEQA purposes.
d. The DTPP program EIR (pp. 10-25 through 10-27) determined that no impacts associated with the project component
would occur related to flooding, seiche, tsunami, and mudflow/debris flow, and no mitigation is required. The DTPP
Plan-Wide Amendments program SEIR (pp. 10-3 and 10-42) concurred with the DTPP EIR conclusion. This proposed
project component would not generate new or more severe impacts beyond those analyzed in the SEIR, or expose
people or structures to a significant risk of loss, injury, or death involving wildland fires, and there is no new
information of substantial importance for CEQA purposes.
CONCLUSION:

20As noted in the DTPP Plan-Wide Amendments program SEIR, at the time the DTPP EIR was prepared, Wildfire was not
a topic included in the CEQA Guidelines Appendix G.
ATTY/RESO.0074/CC RESO 847 WOODSIDE (CEQA) - EXHIBIT 1 - CEQA CONSISTENCY CHECKLIST
REV: 10-23-24 VR
