MANDATORY FINDINGS OF SIGNIFICANCE <br />a) Does the project have the potential to substantially degrade the quality of the <br />environment, substantially reduce the habitat of a fish or wildlife species, <br />cause a fish or wildlife population to drop below self-sustaining levels, <br />threaten to eliminate a plant or animal community, substantially reduce the <br />number or restrict the range of a rare or endangered plant or animal, or <br />eliminate important examples of the major periods of California history or <br />prehistory? <br />No No No No <br />b) Does the project have impacts that are individually limited, but cumulatively <br />considerable? No No No No <br /> <br />Documentation: <br /> <br />1900 Broadway Component: <br />a. Based on the preceding discussion, the program EIR prepared for the Downtown Precise Plan (DTPP), and the <br />program SEIR prepared for the DTPP Plan-Wide Amendments, including mitigation measures, it has been determined <br />that the project component would have a less-than-significant potential to degrade the quality of the environment, <br />substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below self- <br />sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare <br />or endangered plant or animal, or eliminate important examples of the major periods of California history or prehistory. <br />b. According to CEQA Guidelines Section 15355, “Cumulative impacts refer to two or more individual effects which, <br />when considered together, are considerable or which compound or increase other environmental impacts.” <br />“Cumulatively considerable” means that the incremental effects of an individual project are considerable when viewed <br />in connection with the effects of past projects, the effects of other current projects, and the effects of probable future <br />projects. The potential cumulative impacts of the project component together with these related projects have been <br />considered for each environmental topic evaluated above. Given the relatively short-term nature of the project’s <br />construction schedule, and the fact that the proposed project would serve an existing community within an urbanized <br />area consistent with the adopted DTPP (as amended), the project component is not anticipated to have any <br />cumulatively considerable impacts beyond those identified and analyzed in the DTPP program EIR and DTPP Plan- <br />Wide Amendments program SEIR. <br />c. The project component would not have environmental effects that would cause substantial adverse effects on human <br />beings, either directly or indirectly, beyond those previously identified and analyzed in the DTPP program EIR and <br />DTPP Plan-Wide Amendments program SEIR. <br /> <br />847 Woodside Road Component: <br />a. Based on the preceding discussion, the program EIR prepared for the Redwood City Housing, Built Environment, <br />Public Safety, Building Community & Natural Resources Elements Update to the Redwood City General Plan <br />(Focused GPU), including mitigation measures, it has been determined that the project component would have a less- <br />than-significant potential to degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife <br />species, cause a fish or wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or animal <br />community, reduce the number or restrict the range of a rare or endangered plant or animal, or eliminate important <br />examples of the major periods of California history or prehistory. <br />b.
