<br />WHEREAS, on September 17, 2024, the Planning Commission conducted a duly
<br />noticed public hearing, in accordance with all applicable requirements of the State
<br />Planning and Zoning Law, the Redwood City Code, and the Redwood City Zoning
<br />Ordinance, to review and recommend to the City Council the CEQA Consistency
<br />Checklist and associated Project approvals; and
<br />
<br />WHEREAS, after the public hearing, the Planning Commission considered the
<br />staff report and the application materials, including without limitation, the GPU EIR,
<br />Consistency Checklist, Tentative Parcel Map, an Affordable Housing Plan, Land Donation
<br />Agreement with associated documentation and agreements, and a Development
<br />Agreement, and all other documents, reports, studies, memoranda, maps, oral and
<br />written testimony and materials in the City’s file for the applications and the Project, and
<br />all adopted City planning documents related to the Project and to the property, including
<br />the City’s General Plan, Municipal Code, Zoning Ordinance, and other applicable City
<br />laws and regulations, and all associated and approved and certified environmental
<br />documents for the Project (collectively referred to as the “Record”); and
<br />
<br />WHEREAS, following its deliberation on all of the foregoing, the Planning
<br />Commission adopted Resolution No. 24-06, determining that the Project is within the
<br />scope of the GPU EIR, and pursuant to Sections 15168 and 15183 of the CEQA
<br />Guidelines, recommending that the City Council find no further environmental review is
<br />required for the Project; and
<br />
<br />WHEREAS, on October 28, 2024, the City Council of the City of Redwood City
<br />conducted a duly noticed public hearing, in accordance with all applicable requirements
<br />of the State Planning and Zoning Law, the Redwood City Code, and the Redwood City
<br />Zoning Ordinance, to consider the CEQA Consistency Checklist and Project approvals;
<br />and
<br />
<br />WHEREAS, after the public hearing, the City Council considered the whole of the
<br />Record and following its deliberation on all of the forgoing, determined that the Project is
<br />within the scope of the GPU EIR, and pursuant to Sections 15168 and 15183 of the CEQA
<br />Guidelines, and finds no further environmental review is required for the Project.

<br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
<br />OF REDWOOD CITY AS FOLLOWS:

<br />Section 1. The recitals set forth above are true and correct and are hereby
<br />incorporated herein by this reference as if fully set forth in their entirety.
<br />
<br />Section 2. The City Council, having independently heard, considered, and
<br />weighed all the evidence in the Record, finds that the above recitals are accurate and
<br />constitute findings in this matter and, together with the Project Record, have served as
<br />an adequate and appropriate evidentiary basis for the findings and actions set forth in this
<br />Resolution.
