A vista is a view from a particular location or composite views along a roadway or trail. Scenic vistas often refer to <br />panoramic views experienced from publicly accessible locations of natural lands but may also be compositions of <br />natural and developed areas, or even entirely of developed areas, such as urban skylines. The items that can be seen <br />within a vista are visual resources. Visual resources in the immediate vicinity of the DTPP area include the City’s <br />western hills, Redwood Shores lagoons, City and regional parks such as Edgewood Park and Natural Preserve, and <br />the San Francisco Bay. The 1900 Broadway project site does not contain any designated scenic resources. <br />The Downtown Precise Plan program EIR (pp. 6-26 and 6-27) concluded that no scenic vistas or view corridors would <br />be substantially obstructed or degraded by future development that occurs in accordance with the DTPP. The impact <br />of the DTPP was considered to be less than significant, and no mitigations were required. As an overview, the DTPP <br />program EIR (pp. 4-8 and 4-16, and p. 6-14) provided an evaluation of DTPP aesthetics effects and explained that the <br />DTPP area was designed to create a vibrant Downtown by relying on development standards that had no per-acre <br />limits for residential density or non-residential development but instead used overall development caps for the <br />Downtown area with new maximum building heights. The DTPP would expand housing choices in the city through <br />encouragement of “compact, transit-accessible, pedestrian-oriented housing and mixed use (commercial/housing) <br />development Downtown at densities and heights greater than currently permitted.” When the DTPP was prepared, this <br />approach of encouraging infill activity through land use provisions and development standards was recognized as <br />“smart growth” and noted for its potential beneficial environmental effects. <br />ATTY/RESO.0074/CC RESO 847 WOODSIDE (CEQA) - EXHIBIT 1 - CEQA CONSISTENCY CHECKLIST <br />REV: 10-23-24 VR <br /> <br />Page 20 of 135
