The Downtown Precise Plan program EIR (pp. 15-13 through 15-15, including Impacts/Mitigations 15-1 and 15-2) concluded that special-status species would be potentially affected only by DTPP-facilitated development that is adjacent to Redwood Creek. The impacts were found to be less than significant with mitigation. The DTPP Plan-Wide Amendments program SEIR (pp. 15-1 through 15-5, and 15-11 through 15-12) concurred with the DTPP EIR conclusion and includes Mitigation Measure BIO-1b, which restates Mitigation Measure 15-3 from the DTPP Final EIR with minor text revisions (“clarifying amendments”). The project component site is located about 500 feet south of where Redwood Creek daylights near Bradford Street, with intervening development between the project site and the creek.
