<br />90 <br />d. The Focused GPU program EIR (pp. 4.10-22 and 4.10-23) concluded that impacts of Focused GPU-facilitated <br />development related to flood hazards, tsunami, and seiche, including risk of release of pollutants, would be less than <br />significant, and no mitigation is required. As analyzed in the Focused GPU program EIR (pp. 4.10-21 through 4.10- <br />23) and discussed in item (c)(iv) above, the project component site is not currently located in a FEMA-designated <br />Special Flood Hazard Area. In addition, the project component site would not be affected by a tsunami or seiche due <br />to its inland location (about three miles from the shoreline and approximately 45 feet above sea level). In light of this <br />location, the impact of the 847 Woodside project component would be less than significant. This project component <br />would be consistent with the analysis in the Focused GPU EIR because it would not create new impacts or increase <br />impacts, and there is no new information of substantial importance for CEQA purposes. <br />e. The Focused GPU program EIR (Focused GPU program EIR pp. 4.10-23 through 4.10-24) concluded that because <br />future development facilitated by the Focused GPU, including the project component, would not utilize groundwater, <br />and as a result there would be no conflict with or obstruction of implementation of a sustainable groundwater <br />management plan from future Focused GPU development, the impact would be less than significant, and no mitigation <br />is required. <br /> The project component would be required to comply with the County's stormwater runoff treatment standards, and <br />would therefore be consistent with the San Francisco Bay Regional Water Quality Control Board Basin Plan, which <br />designates water quality objectives for surface waters and groundwater and includes implementation programs to <br />achieve water quality objectives. Also, the project would be required to comply with Redwood City Municipal Code <br />Chapter 27A, which governs discharge of pollutants in water. In addition, as discussed in item (b), the project <br />component is not in an area subject to a groundwater management plan and therefore would not conflict with a <br />groundwater management plan. For these reasons, the 847 Woodside project component’s impacts would be less than <br />significant. This project component would be consistent with the analysis in the Focused GPU EIR because it would <br />not create new impacts or increase impacts, and there is no new information of substantial importance for CEQA <br />purposes. <br />CONCLUSION <br />With regards to the issue area of Hydrology and Water Quality, the following findings can be made: (1) no peculiar <br />impacts to the 847 Woodside project component or its site have been identified, (2) there are no potentially significant <br />effects or off-site and/or cumulative impacts which were not discussed by the Focused GPU EIR, (3) no substantial <br />new information has been identified which results in an impact which is more severe than anticipated by the Focused <br />GPU EIR, and (4) no mitigation measures contained within the Focused GPU EIR would be required because the <br />project component specific impacts would be less than significant. For these reasons, the hydrology and water quality <br />impacts of the proposed project component would be consistent with the impacts identified in the Focused GPU EIR <br />and this project component does not require additional environmental review under CEQA Guidelines section 15183. <br /> <br /> <br />ATTY/RESO.0074/CC RESO 847 WOODSIDE (CEQA) - EXHIBIT 1 - CEQA CONSISTENCY CHECKLIST <br />REV: 10-23-24 VR <br /> <br />Page 90 of 135
