Water Capacity Fee9 Ordinance 2533 was adopted on January 22, 2024, to include the purposes of <br />the former Water Capacity Charge and the former Water Facilities Fee. This fee is a one-time charge <br />that the City imposes on residential and non-residential customers that funds a proportionate share <br />of the costs of existing and future water system facilities and assets that are reasonably necessary to <br />provide potable and recycled water capacity for new development. <br />The California Government Code requires that in the fifth fiscal year following the first impact fee deposit <br />into the account or fund, and every five years thereafter, the local agency shall make all of the following <br />findings regarding remaining funds, whether committed or uncommitted: <br />1. Identify the purpose to which the fee is to be put. <br />2. Demonstrate a reasonable relationship between the fee and the purpose for which it is charged. <br />3. Identify all sources and amounts of funding anticipated to complete financing in incomplete <br />improvements. <br />4. Designate the approximate dates on which the funding is expected to be deposited into the <br />appropriate account or fund. <br />To ensure consistency and regularity, staff provide the findings in an annual Development Impact Fees <br />Report (Attachment A) and the City Council then formalizes the findings through resolution (Attachment <br />B). <br />In addition, pursuant to the California Government Code, local agencies must make information from the <br />prior Fiscal Year related to impact fees available to the public and bring that information to the City Council <br />for its review. The Fiscal Year 2023-24 (FY 2023-24) report was made available to the public at the <br />Redwood City Main Library and City Clerk’s Office and through the City’s website within 180 days after <br />the end of the fiscal year and at least 15 days prior to its adoption. Additionally, notice was mailed to <br />interested parties as required by the California Government Code. <br />City staff has compiled this information relating to impact fees in Attachment A, the Development Impact <br />Fees Report, which responds to the following Government Code requirements: <br />1. A brief description of the type of fee in the account or fund <br />2. The amount of the fee <br />3. The beginning and ending balance of the account or fund <br />4.
