City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
prohibiting smoking, weighing the benefits of cleaner air for all with the economic impact of limiting
smoking within the public right-of-way on businesses’ revenues.
FISCAL IMPACT
Implementing the ordinance will require new signage in the Pedestrian Malls and other restaurant-heavy
areas (strip malls, business corridors), as well as mailers and staff time for sharing information. These
expenses can be covered within current budget allocations and will not need additional funding; no
budget amendments are required. This work is funded by the General Fund.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council may direct staff to pursue one or more alternative approaches:
1. Do not adopt the ordinance and make no changes to the Redwood City Municipal Code regarding
general ordinance updates or prohibiting smoking in public places.
2. Direct staff to return with a revised ordinance based on feedback from the City Council.
ATTACHMENTS
Attachment A – An Ordinance Amending Redwood City Municipal Code Chapter 15 (Smoking Regulations)
to Adopt New Prohibitions on Smoking in Public Places, Expand and Strengthen the
Enforcement and Penalty Provisions, and Conform with State Law.
Attachment B – Additional Survey Results
https://www.cdph.ca.gov/Programs/CCDPHP/DCDIC/CTCB/CDPH%20Document%20Library/ResearchandEvaluatio
n/FactsandFigures/CaliforniaTobaccoFactsAndFigures_2024.pdf
8.A. - Page 9 of 37
235
