Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ongoing dispatcher staffing challenges, it is critical that the Police Department have available staffing to <br />maintain adequate coverage to fill current vacancies and also fill shifts for current, regular Public Safety <br />Communications Dispatchers who are new to the role and in training or are on leave. <br />Jacqueline was hired by the City of Redwood City in 2007 and has extensive experience in the field, <br />including prior work as a dispatcher and continued Police Officer Standards Training (POST) to maintain <br />her qualifications. Given her skills, experience, and familiarity with the department's operations, <br />Jacqueline is well-suited to step in as an Extra Help Public Safety Communications Dispatcher. This report <br />seeks approval for her Extra Help retired annuitant appointment effective January 14, 2025, or upon <br />CalPERS approval to hire, whichever is later, to help manage staffing gaps due to vacant positions and <br />leaves, for up to one year. <br />While the City Manager has the authority to appoint all employees under the Municipal Code, the extra <br />help appointment of a retired employee requires City Council approval under certain provisions. The <br />appointment of Jacqueline Barberini as Extra Help Public Safety Communications Dispatcher falls within <br />these requirements and is necessary to prevent the disruption of essential public safety services. <br />EQUITY IMPACT STATEMENT <br />The City will demonstrate a commitment to equity and inclusion in the recruitment and hiring process for <br />the Fire Chief and Public Safety Communications Dispatcher positions, with extensive outreach and <br />advertising efforts to attract a diverse candidate pool. <br />FISCAL IMPACT <br />There is no additional fiscal impact as funding will be covered by position vacancy savings in the FY 2024- <br />25 Adopted Budget. For subsequent fiscal years, projected costs of recommended salary for Extra Help <br />Communications Dispatcher duties will be built into the development of future recommended budgets. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />8.B. - Page 3 of 21 <br />266
