Jacqueline was hired by the City of Redwood City in 2007 and has extensive experience in the field, including prior work as a dispatcher and continued Police Officer Standards Training (POST) to maintain her qualifications. Given her skills, experience, and familiarity with the department's operations, Jacqueline is well-suited to step in as an Extra Help Public Safety Communications Dispatcher. This report seeks approval for her Extra Help retired annuitant appointment effective January 14, 2025, or upon CalPERS approval to hire, whichever is later, to help manage staffing gaps due to vacant positions and leaves, for up to one year. While the City Manager has the authority to appoint all employees under the Municipal Code, the extra help appointment of a retired employee requires City Council approval under certain provisions. The appointment of Jacqueline Barberini as Extra Help Public Safety Communications Dispatcher falls within these requirements and is necessary to prevent the disruption of essential public safety services. EQUITY IMPACT STATEMENT The City will demonstrate a commitment to equity and inclusion in the recruitment and hiring process for the Fire Chief and Public Safety Communications Dispatcher positions, with extensive outreach and advertising efforts to attract a diverse candidate pool. FISCAL IMPACT There is no additional fiscal impact as funding will be covered by position vacancy savings in the FY 2024- 25 Adopted Budget. For subsequent fiscal years, projected costs of recommended salary for Extra Help Communications Dispatcher duties will be built into the development of future recommended budgets. ENVIRONMENTAL REVIEW This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment.
