Annual and Five-Year Development Impact Fee Report <br />Fiscal Year Ending June 30, 2024 <br />City of Redwood City 38 <br />Downtown Parking In-Lieu Fee <br />The Downtown Parking In-Lieu Fee allows new developments located within the <br />Downtown Parking Zone, subject to the eligibility requirements of the program, to <br />provide a fee payment in lieu of providing parking spaces onsite. The fee is used to <br />expand the capacity of parking spaces for public use within the Downtown Parking Zone <br />and may also be used to manage demand for parking through the creation of a <br />Transportation Demand Management program. <br />An “in‐lieu” fee is different than a development “impact fee” in that the fee is established <br />as an alternative means of complying with a zoning requirement. It is voluntary in <br />nature, meaning the developer may choose whether to comply with the zoning <br />requirement or pay an in-lieu fee. The fee is not “imposed” on a developer by Redwood <br />City. The City’s Zoning Code determines the number of parking spaces that a developer <br />must provide so that new trips do not cause a negative impact on the existing parking <br />supply, vibrancy of downtown, or public safety. Thus, a reasonable relationship between <br />the need for public parking facilities and the type of development is already established <br />by imposing specific parking requirements through the zoning ordinance. The amount of <br />the parking-in lieu fee is reflected in the In-Lieu Parking Fee Study conducted for the City <br />in 2015 and, at $25,000 per space, does not exceed the City's actual costs of providing <br />one parking space. <br />There is an unexpended balance in the parking-in lieu fee account, which is expected to <br />be used to fund the County Parking Garage Permit System and Program as well as costs <br />related to the establishment of the Transportation Demand Management Program. All <br />identified improvements are needed to mitigate the impacts of future development on the <br />City’s supply of parking. Each project is listed below in Table 25.
