<br /> <br /> Managing Tomorrow’s Resources Today <br /> <br /> <br />MEMORANDUM <br />Page 5 of 11 <br /> RWC_Memo_19Dec2024 <br />the street trees to allow Recology’s safe collection of containers is borne by the City’s General Fund, <br />captured under the Street Tree Maintenance Program. This total expense is $1,269,473. <br />Recology is not the only beneficiary of the City’s street tree trimming operation. Maintenance of tree <br />branches extending into the lanes of traffic benefit delivery drivers, postal workers, and the general <br />public, as well. As a result, the annual costs to perform street tree maintenance to be recovered from <br />Recology were reduced by roughly 50%. This reduction aligns with the ratio of residential curb miles <br />relative to all City curb miles. Based on these assumptions and the FY 2023-24 budget, the portion <br />applicable to street trimming hazard mitigation is $645,121 and can be recovered by the Fees. <br />5. Government Facilities Allocation. <br />City staff utilizes certain facilities to manage (e.g., calls from customers, data analysis, program <br />development), monitor, and enforce the Agreement, manage solid waste activities (e.g., tree <br />trimming, trash capture device installation and maintenance), and approve solid waste rates. <br />According to the City’s Cost Allocation Plan, costs associated with use of government facilities are <br />apportioned among various departments, and reflected in program budgets. Therefore, no separate <br />allocation is proposed to be recovered from Recology since the attributable portion is included in <br />staffing costs included in Item #2 – Contract Administration and Enforcement. <br />6. Right of Way Encroachment Value. <br />In addition to the services provided by the City, HF&H analyzed a reasonable fee that the City could <br />charge for the use of its public right-of-ways. On-street collection requires temporary placement of <br />containers in the public right-of-way. The access to containers afforded to Recology personnel serves <br />as a temporary encroachment to on-street parking and other uses of the public right-of-way. <br />Based on preliminary calculations, we have determined that the City could charge at least $507,383 <br />for the use of public right-of-ways to place containers for the purpose of solid waste collection. This <br />amount was determined using the following assumptions: <br />• Land is valued at $88.74 per square foot as determined in the Nexus Analysis for Redwood <br />City Parks Fee Update (2022), prepared by Economic & Planning Systems, Inc. in May 2022. <br />• The rental realization rate for Redwood City is 44.81 based on August 2024 housing sales and <br />rental information. <br />• Solid waste collection occurs once per week. <br />• The depth of the area perpendicular to the curb taken up by containers placed in the right of <br />way is 8 feet.
