Trash Capture/Street Sweeping <br />Under the Agreement, Recology is responsible for handling and collecting all trash within the City. <br />Not all trash (e.g., solid waste, recyclables, and organic materials) is successfully placed in collection <br />containers, loaded into collection vehicles, and disposed of properly. It is common for trash to be <br />littered from containers or the collection vehicles during the act of tipping the container or during <br />transportation through the City’s streets. If not properly collected, this trash will make its way into <br />the City’s storm drain system and into receiving waterways. The City manages the trash littered from <br />collection containers and Recology’s collection vehicles through the installation and maintenance of <br />trash capture devices on the City’s storm drain inlets and providing for regularly scheduled street <br />sweeping. <br />The City identified the estimated costs associated with the replacement and installation of trash <br />capture devices over the next 15 years. In 2025, the City plans to install 200 new trash capture devices. <br />The project costs were amortized over the 20-year useful life of the devices to be installed. Between <br />2032 and 2037, the City plans to replace 469 of its existing trash capture devices. The replacement <br />costs were amortized over the 20-year useful life of the devices to be installed. These replacement <br />and installation costs are shown in Figure 2. <br />In addition to installation costs, the City provided costs for City staff to annually maintain the existing <br />670 devices throughout the City. Only maintenance costs not funded through specialized funding <br />sources are included in the analysis. The applicable annual maintenance costs are shown in Figure 2. <br />The City periodically sweeps the streets to collect litter which has not properly been placed in <br />collection containers by residents and businesses and/or materials that are littered from Recology’s <br />collection vehicles during the act of tipping containers into their vehicles or littered by Recology. <br />The combined cost of replacement and installation of trash capture devices, maintenance of trash <br />capture devices, litter control from street sweeping, results in an annual cost range to be recovered <br />by the Fees of $1,283,752. <br />Figure 2.
