The ADS promotes equity by addressing the needs of residents <br />most vulnerable to the risk of displacement. <br />FISCAL IMPACT <br />The budget for the ADS includes $100,000 in one-time funds, $250,000 allocated through the People’s <br />Budget, $236,294 from the General Fund, and a $20,000 preservation lab grant for a total of $606,294. <br />The City has spent or committed $202,032 and there remains a balance of approximately $404,261 for <br />ADS implementation. These funds have been used to pay for outside legal services, consultant services <br />for community outreach, Project Sentinel’s Tenant and Landlord Counseling Services Project, and <br />implementation of the Affordable Housing Preservation Program. If directed by City Council, staff <br />anticipates using remaining funds for additional community outreach, outside legal services, and <br />implementation and marketing. <br />The Affordable Housing Preservation Program (HPP) is separately financed through State Permanent Local <br />Housing Allocation (PLHA) ($1,361,656) and Prohousing Incentive Program (PIP) ($845,000), as well as <br />Former Redevelopment Agency (RDA) Low to Moderate Income Housing Funds ($4,000,000) and <br />Affordable Housing Impact Fee ($630,000) funds, for a total of $6,836,656. All funds for the HPP currently <br />remain but $1,000,000 have been requested by HEART. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council could: <br />1. Direct staff to continue some or all tenant protection related work outlined in the ADS; <br />2. Direct staff to continue some or all remaining mobile home-related work related outlined in the ADS; <br />3. Direct staff to remove some or all tenant protection-related work from the ADS; and <br />4. Direct staff to remove some or all remaining mobile home-related work from the ADS. <br />8.A. - Page 13 of 21 <br />171
