Page 5 of 6
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
a. Review and transmittal of contractor closeout items;
b. Provide all project records;
c. Provide list of post-construction contractor obligations; and
d. Conduct warranty review.
Both ELS and Gilbane have been supportive in addressing construction delays, adjusting their roles as
necessary to manage these delays. However, as discussed earlier, these adjustments have led to increased
costs in their respective domains, resulting in the request for approval of amendments to their
agreements.
Given the importance of the Veterans Memorial Building/Senior Center to the community, it is critical to
maintain the quality and integrity of the project, even in the face of these delays. Therefore, it is
recommended that the City Council approve the proposed increases to ELS Architecture and Urban
Design’s administrative fees and Gilbane’s project management fees to ensure the successful completion
of the project.
EQUITY IMPACT STATEMENT
Equity and/or inclusion was considered during Project development by engaging with relevant Redwood
City communities through public meetings, surveys, and other means, with a focus on communities
traditionally least likely to be heard in civic processes.
FISCAL IMPACT
Under the terms of the Project Extension Agreement with TBC, TBC will reimburse the City for the costs
incurred from the proposed contract amendments with ELS and Gilbane. If the City has not received the
reimbursements by June 1, 2025, a year-end budget amendment will be proposed to appropriate up to
$529,995 in unallocated FY 2024-25 General Fund fund balance to cover the cost of the proposed
amendments.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
6.I. - Page 5 of 14
151
