Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Additionally, the City Council has adopted a Legislative Advocacy Policy which provides in Section 4.1 that <br />the City Council may take a position on behalf of the City on a ballot measure in the following <br />circumstances: <br />4.1 Should the City Council choose to take a position on a Local or State measure/proposition, the <br />measure/proposition: <br />a. Should directly impact the City’s finances, responsibilities, legal authority, or operations; OR <br />b. Directly impact existing City policy, past action, or current City Council strategic priorities; OR <br />c. Directly impact specific programs, services or infrastructure utilized in Redwood City. <br />Mayor Martínez Saballos has submitted a proposed resolution for the City Council to support San Mateo <br />County Measure A which will be considered by San Mateo County voters on March 4, 2025. <br />ANALYSIS <br />Mayor Martínez Saballos provided the following information to support City Council consideration of the <br />resolution in Attachment A which expresses City Council support for Measure A. <br />In November 2024, an independent investigation commissioned by the County of San Mateo <br />Board of Supervisors raised serious concerns regarding Sheriff Christina Corpus’ leadership. The <br />allegations sustained include abuse of power, retaliation against department staff, inappropriate <br />relationships, and the use of derogatory language. During Sheriff Corpus’ tenure, over 106 sworn <br />staff have left the agency. There has been a nearly 100% turnover among the Sheriff’s executive <br />staff, notably including that of Captain Brian Philip, who resigned after refusing to conduct the <br />warrantless arrest of Deputy Carlos Tapia–the president of the Deputy Sheriff's Association. <br />District Attorney Steve Wagstaff’s investigation concluded that “no crime was committed by <br />Deputy Carlos Tapia…there was no basis to believe any violation of law had occurred, and finally, <br />that Deputy Tapia should not have been arrested”. The wrongful arrest has only added further <br />questions about the stability and effectiveness of the Sheriff’s Office; and resulted in a unanimous <br />vote of no confidence by the Sheriff’s captains. <br />The San Mateo County Board of Supervisors passed an ordinance calling for a special election to <br />be held on March 4, 2025, for “Measure A”, which if approved will allow the Board to remove <br />Sheriff Corpus for cause. With ballots just being mailed out, residents will be seeking more <br />information about Measure A, and will look to their local elected officials for leadership on the <br />matter. <br />While Redwood City operates its own police department, we regularly collaborate with the San <br />Mateo County Sheriff's Office on regional law enforcement efforts, public safety initiatives, and <br />emergency response coordination. Additionally, as the county seat, Redwood City is home to the <br />San Mateo County Jail and serves as a central hub for county law enforcement operations. Our <br />city also neighbors North Fair Oaks, an unincorporated community that relies on the Sheriff's <br />Office for public safety services, making the stability of sheriff leadership particularly relevant to <br />our residents as well.
