Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: February 10, 2025 <br />SUBJECT <br />Join San Mateo County HOME Investment Partnership (HOME) Consortium to reduce administrative <br />burden associated with acceptance of federal HOME funds <br />RECOMMENDATION <br />Adopt a resolution approving the Second Amendment to the Cooperation Agreement of the San Mateo <br />County HOME Consortium between the County of San Mateo, and the Cities of South San Francisco and <br />San Mateo for the Program Years 2026, 2027 and 2028 with automatic renewals every 3 years, and <br />authorizing the City Manager to execute the Second Amendment and to take all actions necessary to <br />effectuate joining the San Mateo County HOME Consortium. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />The City of Redwood City has participated in the U.S. Department of Housing and Urban Development <br />(HUD) HOME Investment Partnership (HOME) Program since its inception in 1992. The HOME Program <br />provides funds to assist housing for very low-income persons. The City receives a direct allocation of <br />HOME funds from HUD annually. Conversely, the cities of San Mateo and South San Francisco, and the <br />County of San Mateo (County) participate in a HOME Consortium (Consortium) to pool their HOME <br />allocations, in recognition that not every city would have a viable housing project each year. This places <br />the responsibility to administer the program and award HOME funds on the County. It is likely that Daly <br />City will join the Consortium as well, but at a later date. No other cities in San Mateo County receive <br />individual HOME allocations. <br />The amount of HOME funds provided to Redwood City has significantly diminished over the last several <br />6.D. - Page 1 of 30 <br />22
