In addition to training, the program <br />will include a clinical externship. <br />The entire program consists of 900 hours of training, which includes 200 hours of clinical externship, and <br />it is expected to take participants eight to ten months to complete. As part of the program, graduates will <br />take three national certification exams and will obtain a phlebotomy license through the State. STEP Into <br />a Job! has extensive experience implementing healthcare training programs for underserved populations <br />and has over fifty active externship contracts with hospitals and clinics throughout the Bay Area. STEP Into <br />a Job! will employ a robust and inclusive outreach process, including in-person, online and multi-lingual <br />outreach, and will work closely with City staff to reach unemployed and under-employed Redwood City <br />residents. Once the project launches, staff will provide an update to City Council on outreach efforts. <br />Staff recommends allocating the $143,609 in unspent CDBG-CV funds to STEP Into a Job! to administer a <br />healthcare job training program between March 2025 and March 2026 (See Attachment B). <br />EQUITY IMPACT STATEMENT <br />Equity and/or inclusion was considered in development or implementation of item through the <br />following: <br />CDBG funds only can be used on projects that benefit low- and moderate-income (LMI) persons or areas <br />with a majority LMI residents, aid in the prevention or elimination of slums or blight, or meet a community <br />development need having a particular urgency. In determining the best use of the City’s CDBG-CV funds, <br />staff considered existing priorities in the 2018-2022 Consolidated Plan which were developed after <br />extensive community input. Providing basic human needs services, which a job training program would <br />fall under, was identified as a high priority in the City’s 2018-2022 Consolidated Plan. <br />To develop the 2018-2022 Con Plan priorities, the City held several public meetings, conducted an <br />extensive community-wide survey in English and Spanish that was made available online and in-print, and <br />consulted with a wide variety of local non-profit organizations, the San Mateo County Continuum of Care <br />(CoC), San Mateo County Housing Authority, San Mateo County Department of Housing, various City <br />departments, and other stakeholders. There are no inequitable impacts anticipated as a result of <br />allocating the remaining CDBG-CV funds towards a healthcare job training program. <br />FISCAL IMPACT <br />There is no impact to the General Fund. <br />ENVIRONMENTAL REVIEW <br />The proposed activities are exempt activities under the National Environmental Protection Act (NEPA) <br />because it involves a job training program (which falls under CDBG public services) under 24 CFR 58.34. <br />6.F. - Page 4 of 36 <br />123
