Page 3 of 5 <br />6.D.Accept $2,850,629 in State grant funds for the Encampment Resolution Funding <br />Program (ERF) <br />Recommendation: <br />By motion, approve and authorize the City Manager to sign the Encampment <br />Resolution Funding Program (ERF) Standard Agreement between the State of <br />California Department of Housing and Community Development and the City of <br />Redwood City, accepting a grant award of $2,850,629 for Round 4 of the ERF <br />Program (ERF-4-L). <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.E.Amendment No. 1 to Central Square Solutions Agreement for permitting <br />software solutions to be funded by development permit revenues <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute Amendment No. <br />1 to the agreement with Central Square Technologies, LLC for ongoing permitting <br />software solutions (ComDev), extending the term to February 25, 2026, and <br />increasing the not-to-exceed amount by $56,153, for a total not-to-exceed <br />contract amount of $426,153 covering the time period February 2021 to February <br />2026. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.F.Fourth amendment to the 2019 Action Plan to reallocate unused Community <br />Development Block Grant Coronavirus (CDBG-CV) funds to a healthcare job <br />training program <br />Recommendation: <br />1. By motion, approve the fourth amendment to the 2019 Action Plan which <br />reallocates unused Community Development Block Grant Coronavirus (CDBG-CV) <br />funds previously set aside for rental assistance to offer free healthcare job <br />training program for low-income Redwood City residents; and <br />2. By motion, approve and authorize the City Manager to execute a CDBG-CV <br />agreement with STEP Into A Job! for $143,609 to provide a healthcare job training <br />program by March 2026 for low-income Redwood City residents, subject to any <br />minor, clarifying and conforming changes approved by the City Attorney and take <br />all actions necessary to effectuate the agreement. <br />CEQA: <br />The proposed activities are exempt activities under the National Environmental <br />Protection Act (NEPA) because it involves a job training program (which falls <br />3
