City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
FISCAL IMPACT
The ERF-4-L Award of $2,850,628.24 will be submitted as a year-end budget amendment for FY 2024-25.
Five percent of grant proceeds, $142,531.41, may be used for program administration. The 100%
expenditure deadline is June 30, 2027.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council could choose not to authorize signing the agreement and decline the ERF-4-L Program
award to support the City’s efforts to address unsheltered homelessness in encampments. However, this
would reduce State funding to address homelessness, likely resulting in increased General Fund costs or
reduced services.
ATTACHMENTS
Attachment A – Agreement between the State of California Department of Housing and Community
Development and the City of Redwood City
Attachment B – Award Letter from the State of California Department of Housing and Community
Development
REPORT PREPARED BY:
Liz Lange, Management Analyst II
elange@redwoodcity.org
(650) 780-7631
6.D. - Page 5 of 32
85
