Page 2 of 9 <br />1.CALL TO ORDER <br />2.ROLL CALL <br />3.PLEDGE OF ALLEGIANCE - Led by Council Member Gee <br />4.PRESENTATIONS/ACKNOWLEDGEMENTS <br />4.A.Proclamation recognizing March 9-15, 2025 as Multiple Sclerosis (MS) <br />Awareness Week <br />5.PUBLIC COMMENT ON THE CONSENT CALENDAR, MATTERS OF COUNCIL INTEREST <br />AND ITEMS NOT ON THE AGENDA <br />6.CONSENT CALENDAR Page 10 <br />6.A.2024 Housing Element Annual Progress Report on the City’s progress toward <br />meeting its 2023-2031 Regional Housing Needs Assessment obligations and <br />2024 General Plan APR on the City’s progress toward implementing the General <br />Plan <br />Recommendation: <br />By motion, accept the 2024 Housing Element Annual Progress Report (APR) and <br />the 2024 General Plan APR and authorize the City Manager to submit them to the <br />State of California Department of Housing and Community Development and <br />Office of Land Use and Climate Innovation (respectively) in compliance with <br />Government Code Section 65400 (Administration of the General Plan). <br />CEQA: <br />This activity is not a project under California Environmental Quality Act (CEQA) as <br />defined in CEQA Guidelines, section 15378, because it has no potential for <br />resulting in either a direct or reasonably foreseeable indirect physical change in <br />the environment. The City is required by law to submit the Housing Element and <br />General Plan APRs to HCD and LCI and these reports involve no authorization for <br />any entitlement, permitting, or construction activity that could result in direct or <br />indirect changes to the environment. <br />6.B.Final acceptance of two sanitary sewer emergency repair projects: the <br />Emergency Veterans Boulevard Sanitary Sewer Repairs and Replacement <br />Project (Phase 2 of 3) and supplemental 2024 Emergency Veterans Boulevard <br />Sewer Replacement Project <br />Recommendation: <br />1. By motion, accept the Emergency Veterans Boulevard Sanitary Sewer Repairs <br />and Replacement Project (Phase 2) and authorize the release of bonds and <br />retention according to City procedures; <br />2
