Program H6-2: Fair Housing <br />Services <br />a) Continue to support fair housing services for Redwood City residents and provide information on housing discrimination and the <br />resources available to victims of discrimination, in both English and Spanish, at City Hall, the public library, and on the City’s website. <br />Publish fair housing information, including any community meetings, on non-traditional media such as social media platforms, and <br />conduct targeted outreach to tenants, mobile home park residents, and other lower income populations. <br />b) Continue to educate landlords on reasonable accommodation and disability rights, including posting reasonable accommodation on the <br />website and at prominent locations near the permit counter. <br />c) Continue to support equal opportunity lending programs and ensure that non-discriminatory practices will be followed in the selection of <br />residents for participation in housing programs. <br />d) Conduct increased outreach in R/ECAP and edge R/ECAP areas to increase awareness of housing resources, fair housing workshops, <br />and the City’s Anti-Displacement Strategy. <br />Ongoing; post information by December 2024; revisit information and update for accuracy annually; annually conduct outreach to RECAP and edge <br />RECAP areas <br />a) City staff regularly posts information on Project Sentinel's fair housing services on the City's social media and ensures most up-to-date information is available at the Redwood City Public Lbirary, Fair Oaks Community Center, and other community hubs. <br />The City continues to fund Project Sentinel (through CDBG) to provide free fair housing services to Redwood City tenants and landlords. In FY 23-24, Project Sentinel’s fair housing outreach efforts reached 767 individuals, and they provided consultations for <br />68 individuals. They conducted 25 intakes and referrals which resulted in 11 fair housing cases being opened. During FY23-24, Project Sentinel conducted four fair housing audits and held three fair housing events and workshops for Redwood City residents. <br />One of these events was through Redwood City Public Library and the other was a joint-workshop with Center for Independence of Individuals With Disabilities (CID). The event with CID focused on providing renters with general fair housing information and <br />also provided a break down of the accommodation process, accessible housing, and ways for tenants to protect themselves against disability-based housing discrimination. <br />b) City staff continues to educate landlords on reasonable accommodation and disability rights. Staff will place handouts at City Hall, Redwood City Public Library, Fair Oaks Community Center, and other community hubs about available services from Project <br />Sentinel. The City posted information at the permit counter in February 2025. The Project Sentinel Tenand and Landlord Counseling Services Project also provides outreach, education mediation, and dispute resolution services to tenants and landlords for a <br />variety of rental situations and issues. <br />c) City staff continues to review and approve all Tenant Selection and Marketing Plans for affordable units created under the Affordable Housing Ordinance (inclusionary housing program), which requires documentation of fair housing practices. For projects <br />receiving City funds, City loan documents also require adherence to all applicable fair housing laws. <br />d) Between September - December 2024, Project Sentinel held 8 virtual workshops for Tenants and Landlords, 4 in English and 4 in Spanish. These workshops provided an overview of tenant and landlord rights and responsibilities, and reviewed existing City <br />and State laws. During this time, Project Sentinel also conducted targeted outreach by dropping off over 700 brochures at the Fair Oaks Community Center, Fair Oaks Library (both of which are located in the City's only R/ECAP area), Redwood City Main <br />Library, Redwood City Hall, Redwood City Superior Court, Service League Hope House Transitional Housing (all of which are located inan edge R/ECAP area), and the Redwood City Police Department. Redwood City staff promoted Project Sentinel's <br />programs and workshops via the City's social media accounts, email listserves, neighborhood associations, and print and emailed newsletters.
