<br />33 <br /> <br />10.2.7 In the event there are any costs not charged to the City due to delays by CalPERS <br />and/or other administrative agencies in calculating or reporting these costs, said <br />costs shall be carried over and charged as administrative costs to the following <br />plan year and deducted from the aforementioned monthly dollar caps <br />accordingly. <br /> <br />10.2.8 All costs incurred by the City to maintain the Group Health Benefits Plan in <br />compliance with Government Code Section 22750, et. seq., and all costs incurred <br />by the City to maintain the Cafeteria Plan in compliance with IRS Code Section <br />125, shall be paid from the aforementioned monthly dollar caps identified in <br />RCPSA MOU Sections 10.2.2, 10.2.3, and 10.2.4. Such costs include, but are <br />not limited to, premiums, surcharges, and/or administrative fees. <br /> <br />10.2.9 In the event there are any costs not charged to the City due to delays by the Group <br />Health Plan Administrator and/or other administrative agencies in calculating or <br />reporting these costs, said costs shall be carried over and charged as <br />administrative costs to the following plan year and deducted from the <br />aforementioned monthly dollar caps accordingly. <br /> <br />10.2.10 Retiree Health Coverage for Employees Who Receive an Industrial <br />Disability Retirement from CalPERS <br /> <br />Effective August 28, 2023, current employees hired by the City on or before <br />January 30, 2023 will contribute a cost share of one and eight tenths’ percent <br />(1.8%) of base salary to the City via payroll withholding toward the cost of the <br />IDR retiree health benefit described herein. <br /> <br />IDR Retiree Health Tier One: For an employee hired on or before January 30, <br />2023 who is receiving a disability retirement due to a work related illness or <br />injury shall receive paid medical benefits provided that the following conditions <br />are met: <br /> <br />a) The employee is not eligible for benefits under RCPSA MOU Section <br />10.2.6; and <br />b) The employee is not eligible for similar benefits through a spouse’s <br />health plan. <br /> <br />Whenever the above eligibility criteria are met, the City will provide medical <br />benefits at the same benefit tier (single, two-party or family) which the employee <br />would have been receiving if they had continued as an active employee. This <br />includes adding and/or deleting eligible dependents. The City will pay the <br />PEMHCA minimum employer contribution to CalPERS and reimburse the <br />retiree for the remaining difference in premium amount. Employees who do not <br />meet the eligibility criteria listed above at the time of retirement, but later <br />become eligible (i.e., is no longer eligible for benefits through a spouse’s plan or <br />through other employment), may enroll in City-paid health benefits under this <br />provision at that time. When the retiree becomes eligible for Medicare, the City <br />will not reimburse the retiree for Medicare Parts A and B. An employee who was <br />hired on or before January 30, 2023 and who has a break in service of twenty- <br />eight (28) days or more, who is rehired by Redwood City after January 30, 2023 <br />as a sworn employee will no longer be eligible for IDR Retiree Health Tier One, <br />6.H. - Page 41 of 72 <br />383
