However, if an employee who <br />receives 40 hours of frontloaded leave does not work forty hours of management leave during a year, <br />there will be no obligation to pay back the frontloaded hours. <br />Employees who receive frontloaded management leave may accrue an additional 120 hours above the 40 <br />hours frontloaded, up to 160 hours in a calendar year. <br />AUTO ALLOWANCE <br />Effective the first full pay period following City Council approval of a successor MOU in 2025, the auto <br />allowance of $200 per month afforded to employees who are required to keep available a privately-owned <br />vehicle for use in traveling on City business will increase to $300 per month. <br />BILINGUAL PREMIUM <br />The Tentative Agreement increases and caps the bilingual pay for Tier 2 employees (employees hired on <br />or after October 1, 2021 and employees hired before October 1, 2021 who achieve new or more advanced <br />bilingual skills during the term of the MOU) at the following amounts: <br />For Basic Level Skills: $353.18 per month ($163 per biweekly pay period) <br />For Advanced Level Skills: $706.36 per month ($326.01 per biweekly pay period) <br />For employees with proficiency or fluency in more than one qualifying language, bilingual pay cannot <br />exceed $1,059.53 per month ($489.02 per biweekly pay period). <br />Tier Two employees are eligible for bilingual pay for proficiency or fluency in Spanish, Mandarin, <br />Cantonese, Korean, and American Sign Language. The Tentative Agreement eliminates eligibility for <br />Bilingual Pay for proficiency or fluency in the languages of Vietnamese and Russian. There is a very small <br />population in Redwood City who speak those languages, and no City employees currently receive Bilingual <br />Pay for speaking Vietnamese or Russian in the course of their job duties. <br />TEMPORARY UPGRADING <br />Temporary Upgrade Pay: In regard to Temporary Upgrade Pay, the Tentative Agreement eliminates the <br />11-day waiting period. The Tentative Agreement provides temporary upgrade pay for all hours worked of <br />four hours or more in one working day. The Tentative Agreement further clarifies that: <br />To be eligible for Temporary Upgrade Pay, the employee must be relieved of their regular job <br />duties during the assignment. <br />For overtime eligible employees, overtime earned while in Temporary Upgrade status will be paid <br />at the Temporary Upgrade rate. <br />Government Code section 20480, which limits a temporary upgrade appointment to 960 hours in <br />a fiscal year, applies only when an employee is assigned to temporarily fill a vacant position during <br />recruitment for a permanent appointment. <br />6.I. - Page 5 of 119 <br />419
